LUPD is seeking to get a contract with a third party for the rehabilitation and construction activities needed in Zahle / Beqaa for the Lebanese Union for People with Physical Disability – Access kitchen under a project that aims to support vulnerable people with and without disabilities to be more resilient in times of crisis. The scope of work for the construction tender in the Beqaa access kitchen includes the procurement of specified raw materials and all accessories as per the attached design, ensuring quality and commitment.

The key activities involve field visits to the site for a rapid evaluation/assessment, plans and drafts, Quotation evaluation,  tender preparation, advertisement, bid evaluation, contract negotiation, award, and quality control.

 This TOR covers the Beqaa Office and is limited to the rehabilitation activities taking place about the access kitchen in the area. The timeline will align with the tender documents and project schedules.

1. Tender Timeline

The timeline for the tender process, including, deadlines, dates for bid submissions, evaluations, and contract awards is one month after the advertisement day.: 12th January 2024 – End of March 2024.

2. Eligibility Criteria

Only experienced suppliers in the field are eligible to apply, by providing the below:

1- Company legal documents, samples of previous contracts, and any other additional contract to support the request.
2- Suppliers who can only provide within the suggested framework of 45 days are to be selected.
3-All applicants are to submit a very detailed quotation (financial and technical) otherwise it will not be considered.

4.Submission Requirements

4.1. Proposals should be submitted in PDF Format, referring to the request in Annex A, B and C signed and stamped by the company (Maps and drawings are essential parts of the tender and basics ).

4.2. Submission Deadline is February 11th 2024 at 23:00 PM.

4.3. Proposals are requested to be submitted to our online portal, to the following email: [email protected] mentioning “RFT – Rehabilitation and Construction – LUPD” in the subject of the email. (Please specify the location you are capable of delivering to).

5.Evaluation Criteria

Evaluations will be technically done based on the reputation of the company, quality of the products provided (in line with the attached drafts) and details provided about materials and specs, same as the delivery estimated time, and financially based on the best value of money.

6.Contract Award

After the evaluation, based on the criteria mentioned previously, only winners will be contacted and invited for a negotiation and contract finalizing meeting.

7.Confidentiality

Confidentiality in the procurement process is secure to maintain fairness and trust. Organizations require bidders to sign Non-Disclosure Agreements (NDAs) and protect sensitive information in tender documents, including project details and pricing. Bidders should ensure secure handling and limited disclosure within their organization. Breaches may result in disqualification or legal action. While strict confidentiality is essential, there should be defined exceptions and compliance with relevant laws is vital. Overall, maintaining confidentiality ensures integrity and transparency in procurement.

8.Questions and Clarifications

Questions and clarifications same as the possibility for a joint visit to the site in order to check and assess the location are valid for two weeks after the advertisement day: from January 12th, 2024 – January 24th, 2024 last inclusive from 9:00 AM till 2:00 PM.  Any other questions related to any offer will not be answered.

9. Amendments and Updates

Amendments might take place if enough offers are not received, or in the event of suspicion of collusion or fraud.

10. Disqualification and Rejection

Bidders that don’t abide by the submission requirements mentioned above will be disqualified. Offers beyond the deadlines will be rejected, and questions will not be answered.
