Expertise France is a French public agency created on 1st January 2015 after the merger of  5  public agencies under the tutelage of the French Ministries of Foreign Affairs and Economy and Finance with a strong inter- ministerial vocation. EF offers project engineering and technical assistance by developing and implementing international cooperation actions worldwide. EF operates in various fields of development and institutional cooperation including safety and security reform, post-crisis/ stability, public health, human rights, strengthening of institutions and NGOs and governance. Carrying out large-scale, multi-stakeholder projects, EF can ensure the cooperation between individuals, teams and institutions with very different statuses, cultures and specialties. Besides, EF has acquired a sound experience in administrative and financial management of large-scale international projects and is accredited by the European Union for the management of delegated Community funds.

The Shabake 2 project is part of the Peace and Resilience Fund – Minka Middle East, which aims to contribute to the response to the consequences of the Syrian crisis, and to act on the prevention and management of the protracted crisis in Lebanon. In addition, the intervention with a dynamic and mature Lebanese civil society makes it possible to concretize the French commitments of "localization of aid" within the framework of the "Grand Bargain" of the 2016 World Humanitarian Summit.

Following the explosion of the Port of Beirut in 2020, the European Union launched, jointly with the United Nations and the World Bank, the “Reform, Recovery and Reconstruction Framework (3RF)”. The 3RF addresses the impact of the explosion on affected communities and businesses in Beirut; in addition, it focuses on critical reforms, including enhancing transparency, accountability and integrity of the public administration. These reforms are notably to be achieved through the implementation of the National Anti-Corruption Strategy 2020-2025 (NACS).
