Project background

MASAR for Local Governments is a programme funded by the EU MADAD Trust Fund. The overall aim of the programme is to strengthen the long-term resilience of targeted subnational governments and their host, refugee, and IDP populations to deal with displacement.

Sub-national governments in Iraq and Lebanon have been the first to be confronted by the repercussions of the Syrian refugee crisis: increased pressure on local services, competition for local employment opportunities, corroding social cohesion, faster urbanization trends, rent-seeking behaviour, and inflation due to externally injected funds in the local economy, and so forth.

MASAR focuses on the urban setting, which is the background of processes of displacement, investment, employment, and service delivery.

In Lebanon, the programme aims to help governorates of Baalbek-Hermel, Akkar, coastal plain north of Tripoli, and their unions of municipalities to deal with accelerated urbanization caused by the crisis in Syria.

This programme will mobilize municipal experts from Lebanon and Europe to contribute to building the capacity of subnational governments.

This capacity development can  include, among others:

  • provision of technical advice;
  • training;
  • coaching and mentoring addressed to municipal Planning Units or Service Departments.

Capacity development activities will be complemented by pilot quick impact projects aiming to, for instance, designing an urban layout to improve an existing network of streets and roads to better accommodate a higher influx of traffic, or to set up a municipal solid waste sorting plant to better cope with increasing volumes of litter.

MASAR project is being implemented by a consortium of European entities: VNG International (the association of municipalities of the Netherlands), the Polish Centre for International Aid (Polish acronym PCPM), the Catalan Agency for Development Cooperation (Catalan acronym ACCD), and Local Government Denmark (Danish acronym KL).

The expert will work with ACCD under direct supervision by the MASAR Front Officer in the coastal plain north of Tripoli, including areas within the Governorates of North Lebanon and Akkar. See annex for ACCD’s geographical area of intervention

Aim and scope of this assignment

ACCD is implementing a pilot project to capacitate Menieh Union of Municipalities on Road Safety management and awareness including infrastructure improvement.

The aim of the assignment is to support the Union of Municipalities in development of capacities of the local police in the field of traffic law enforcement. It also aims at implementing an awareness programme on safety behaviour in the schools of the UoM.

Based on the Road Safety Report on Menieh (May 2021) commissioned by ACCD under MASAR, the expert will define the contents of the capacity development for police and municipal representatives stressing:

  • the concept of road safety and its different dimensions;
  • the legislative framework for road safety and the mandate of municipalities;
  • the role and responsibilities of the police and its principal tools and methods;
  • organisational structure for road safety operations at local level and coordination with other first responders.

 

Regarding youth road safety awareness, the Expert/firm will prepare a public education programme suitable to be used by schools that includes

  • communication materials on road safety as “survival guidelines” for children
  • train teachers on safety education – Training of trainers’ approach
  • organise demo sessions at schools with policemen
  •  

 

Key Responsibilities

The expert/firm will be responsible for :

  • Identify, other than municipal and UoM police, other organisations to be targeted for capacity development – example ISF
  • Design capacity building curriculum
  • Produce training materials
  • Conduct the training sessions
  • Provide recommendations at institutional level for the organisation of road safety response and maintenance of the improved infrastructure
  • Produce a road safety manual for municipal police
  • Organise site visits to the black spots and demonstration sessions
  • Liaise with the key stakeholders (mayors, head of municipalities/ unions, municipal and Union staff, local community consultations) under the guidance of ACCD staff;
  • Coordinate and consult with other experts working for ACCD as required
  • Draft the required reports with actionable, realistic recommendations

Main activities

 

Output 1: Consultations with UoM and first responders

  • Review the Road Safety Report on Menieh and recommend needed complementary information regarding capacity building
  • Organise consultations with local governments to learn more about the local police: their number, organizational structure, task division, systems and equipment;
  • Propose the modality of consultations with local governments and first responders
  • Organise consultations between local government staff (primarily police) and other first responders on:
    • Context of road safety in Menieh and available resources
    • Role of each party and coordination mechanisms

 

Output 2: Organizational capacity building

  • Recommend the organizational structure of local police with respect to traffic surveillance, traffic law enforcement, road infrastructure maintenance, emergency response and traffic incidents’ reporting, based on the earlier activities;
  • Validate the recommendations with the local governments and the first responders;
  • Provide guidance to local governments on implementation of the recommendations.

 

Deliverable 3: Training for local police

  • Review and adapt the training curriculum following the results of the consultations;
  • Identify police staff for training (from the 5 municipalities and the Union) and the structure of the sessions. Ideally, 10 police officers will be trained.
  • Provide the training assessing participants’ progress after each session
  • The contents of the training should include the following topics:
    • Road safety legal framework, standards and practices in Lebanon;
    • Co-operation and co-ordination between traffic police and other safety authorities and associations;
    • International traffic law enforcement strategies;
    • Operations, tactics, and equipment; surveillance of behaviour, speed, seat belt use, drugs and alcohol, commercial traffic, dangerous goods, etc.;
    • The relation between road users and traffic police, including the traffic police as a model for other road users; traffic police ethics

 

 

 

 

Deliverable 4: Working manual for local police

  • Based on the available resources as well as the main findings from the consultancy, prepare a working manual for the local police covering traffic law enforcement. The manual should include the topics covered in the trainings.  

 

Deliverable 5: Awareness campaign in schools

  • Review and complement the findings of the report regarding schools in Menieh.
  • Identify the target audience for the road safety education campaign: number of schools; teachers; age groups; number of students.
  • Design the education programme structure, contents, materials and timeline.
  • Produce the training materials and visual aids
  • Conduct the education sessions for teachers and students, considering the participation of municipal police.  

 

 

Outputs / Deliverables

The expert/firm will prepare and submit the following outputs/deliverables:

 

  1. Brief recommendations report on consultations with first responders
  2. Organisational recommendations for the UoM
  3. Capacity building curriculum and training materials for police officers
  4. Manual for municipal police
  5. Awareness programme overview
  6. Awareness materials for schools and training materials for school teachers
  7. Evaluation reports of capacity building and awareness campaigns

 

Reporting requirements

The expert/firm will work under the supervision of ACCD’s Front Officer and in close collaboration with the project team.

Minimum qualifications

The minimum qualifications and skills of the expert are:

Education:

  • Higher education degree (Masters level) in Engineering or postgraduate degree in Traffic Engineering.

Professional Experience:

  • At least 8 years of experience as a Traffic Engineer managing or Road Safety training
  • At least 3 similar assignments in the last 5 years, preferably in Lebanon
  • Experience in engineering design of Road Safety interventions for local governments in Lebanon
  • Extensive knowledge with Lebanese municipal context and development processes and institutions;
  • Proficiency in report writing, compiling action plans and related documentation;
  • Proficiency in English and Arabic
  • Experience in public procurement (preferably EU-funded)

  • Cultural sensitivity and cross-cultural skills (religion, ethnicity, gender);

Terms and Conditions

Period of the assignment

45 working days for a total period of 10 weeks from September to December 2021.

 

Selection

To be eligible for this assignment, the expert submit a tender dossier under ACCD requirements which will include a technical and a financial proposal.

ACCD will evaluate the proposal and select the expert accordingly.
