WORKS CONTRACT NOTICE FOR INFRASTRUCTURAL WORKS IN THE SECTOR OF ROAD SAFETY IN THE UNION OF MUNICIPALITIES OF MENIEH, NORTH OF TRIPOLI, LEBANON
The Agència Catalana de Cooperació al Desenvolupament, through a consortium led by the Dutch organization of municipalities VNG, is participating in the MASAR project, a project funded by the European Union focused in the areas affected by the Syrian crisis.
The consortium of the European partners agreed that ACCD would focus its intervention in Lebanon, more specifically in the coastal plain north of Tripoli.
One of the project proposals is the improvement of Road Safety in the Union of Municipalities of Menieh.
ACCD in partnership with the local governments of the UoM Menieh will implement a quick impact pilot project on the improvement of the Road Safety that focuses on the mandate of local governments as entry point. As such, the proposed intervention will concentrate in implementing the works for the improvement of the Road Safety in Menieh.
ACCD invites you to submit a quotation for Road Safety works for the UoM of Menieh, Lebanon. The overall objective of this project is the implementation of road safety designs and solutions as established in the feasibility already produced by a previous
consultant.
In this phase, ACCD and the Consultant will supervise works implementation in accordance to law, designs, safety standards and project timeline.
The Contractor’s responsibilities are the below:
- To obtain the necessary/legal permits for implementation of the designs, licenses and approvals required for implementation at local, regional and national level if necessary.
- To implement the execution of works in all technical and administrative matters, including all requested approvals, verifications and shop drawings.
- To liaise with the key stakeholders (mayors, head of municipalities/ unions, municipal and Union staff) under the guidance of ACCD and the Consultant.
The contract will have two main phases:
Phase – I: Implementation of the Construction Works
During the implementation period, the Contractor will assist the Consultant and ACCD in all aspects of supervision of the works, in accordance with the duties and responsibilities assigned to him. The Contractor shall perform all duties and tasks to ensure that the best construction practices are followed and that the final reception of the project is completed within the delivery period and is in all respect equal to or better than the minimum specified
The Contractor assumes all safety responsibility for the site and will furnish and maintain its own safety program for itself. This is in addition to making sure that all insurance policies with adequate coverage are acquired with the supplied insurance policies;
The Contractor is expected to comply with all applicable Environmental, Health & Safety (EHS) rules, regulations, policies, procedures and guidelines when performing work on site.

Bill of Quantities
The Quantities set out in the Bill of Quantities are the estimated quantities for the Works, and they are not to be taken as the actual and correct quantities of the Works to be executed by the Contractor in fulfillment of his obligations under the Contract.
The Works shall be measured in accordance with the Method of Measurement included with the Specification and in accordance with the descriptions of items stated in the Specification.
For Bill of Quantities refer to VOLUME 4 BILL OF QUANTIITES issued under a separate document.
Reminder: The bill of quantities must be submitted in Euros.
Drawings
For Drawings refer to VOLUME 5 Drawings issued under a separate document.
Phase – II: Handover the Implemented works to the client “ACCD”
Once works are completed, the Contractor will be responsible for closing the project and issuing the final Handover certificate upon satisfactory completion of this period. All related final documents (As built drawings) should be delivered to ACCD.

Tenderers must tender for the whole of the works required by the dossier.
Please be aware that for applying you will need first to send a Manifestation of interest for requesting the needed documents the deadline for this first step is next: 23/03/2022 at 17.00 hrs.
The deadline for submitting the Tender once you have requested the documents, will be next 18/04/2022 at 17.00 hrs.
