Legal Expert: Policy Paper Development
- Objective
The primary objective of this policy paper is to comprehensively understand and analyze the legal situation of non-Lebanese victims of the Beirut port explosion. The paper aims to provide actionable recommendations to improve their access to justice and support.
- Scope of Work
The consultant(s) will:
- To understand the nature of the non-Lebanese victims and their Legal situation.
- Review existing legal frameworks and policies in Lebanon that pertain to non-Lebanese victims of the explosion.
- Analyze Legal actions at the international level taken by representatives of foreign victims and States with victims
- Conduct interviews with affected individuals, legal experts, and relevant stakeholders.
- Identify gaps and challenges in the current legal provisions and their implementation.
- Propose recommendations for policy reforms and advocacy strategies.
- Methodology
- Literature Review: Conduct a thorough review of existing reports, legal documents, and academic literature.
- Stakeholder Engagement: Engage with victims, legal practitioners, NGOs, and government officials through interviews and focus groups.
- Comparative Analysis: Compare Lebanon’s legal framework with international standards and best practices.
- Data Analysis: Analysis of the political and legal reality and the legal outlets available to access justice

- Inception Report: Outline the methodology, work plan, and timeline.
- Draft Policy Paper: Present initial findings and recommendations for review.
- Final Policy Paper: Incorporate feedback and finalize the document, including an executive summary, detailed analysis, and actionable recommendations.
- - Qualifications
- Advanced degree in law, public policy, or a related field.
- Proven experience in legal research and policy analysis.
- Familiarity with the Lebanese legal system and international human rights law.
- Strong analytical and writing skills.
- Ability to conduct interviews and engage with diverse stakeholders.
