Expert to develop “Market Assessment Mapping Tools”

The René Moawad Foundation is launching a tender to recruit an expert to develop market assessment mapping tools under Skills Training Education Programme – Scale-up Project.

The project aims to skill up entrepreneurs, modernize existing curricula, connect participants to the labor market, create sustainable jobs and offer training and internship placements, among many others. It is funded by the Islamic Development Bank, Abdul Aziz Al Ghurair Refugee Education Fund and SPARK which is part of a 2-year regional programme that aims to support the ‘Skills Training Education Programme’ (STEP) in Jordan and Lebanon.

The project will engage MSMEs working in Beirut and North-Lebanon, in sectors that are essential for livelihoods with potential of growth.

 

DESCRIPTION:

Purpose of consultancy:

With the objective to enhance MSMEs’ access to suitable markets and financial institutions in Beirut and Tripoli, the Consultant will be responsible of:

  • Developing mapping tools that will be used as a preliminary phase to identify key cluster areas, sectors with potential of growth, and local needs and challenges;
  • Conducting a desk review for North-Lebanon and Beirut, to study the previous and current country socio-economic situation, current trends, types of businesses, and niche markets;
  • Compiling and evaluating previous government strategies, UN reports, made for economic growth and current analysis to needs and challenges;
  • Developing a short analysis of specialized sectors’ needs;
  • Developing a questionnaire and preparing interview questions to be conducted with major stakeholders as part of the assessment to identify their needs, gaps, challenges and recommendations;
  • Monitoring and mapping of previous projects conducted by various actors in the targeted areas to identify previous and future intervention areas and to complement efforts;
  • Developing mapping tools that will assist in identifying success models that can be replicated, gaps that need to be bridged, especially in women integration in the entrepreneurial sphere;
  • Analysis of results and identification of priority MSME needs based on desk review, mapping, and monitoring;
  • Report the findings, and discuss the results and recommendations to match with the project objectives;
  • Developing a list of main MSMEs priority needs.

Required expertise and competencies:

  • A minimum of seven years’ experience and expertise of working directly in relevant development and humanitarian interventions, including local development and livelihoods sectors;
  • Experience in conducting similar assessments;
  • Experience in social science methods and data analysis,
  • Excellent oral and written Arabic and English skills;
  • Sound MS Office and IT skills.

Timeline

•           Deadline to submit proposal is Friday, June 21, 2024

 

Budget and payment:

The consultant should submit the total budget in the proposal with a detailed breakdown including applicable government taxes.
