Study Objectives

This study aims to assess the impact of various project components on participants using a structured and retrospective approach (Outcome Harvesting). It will identify successes and areas for improvement through a process evaluation, analysing what worked well and what didn’t during the project's implementation. Additionally, the study seeks to validate findings by cross-referencing desk reviews with stakeholder input.

Study Methodology
The study will employ a mixed-method approach, beginning with a desk review of existing project reports, documents, and success stories. A process evaluation will then be conducted to analyse project implementation, followed by primary data collection with key stakeholders. Outcome harvesting will be used to understand the impact of the project components on participants.

2.Background on the organization and the project

Right To Play (RTP) is a global organization that reaches millions of children yearly across 15 countries, protecting, educating, and empowering them to rise. RTP works with children in some of the most difficult places, helping them stay in school and graduate, resist exploitation, overcome prejudice, prevent disease, and heal from war and abuse. For more than 20 years, RTP has delivered impactful programs in both development and humanitarian contexts. As pioneers in a unique approach to learning, both inside and outside the classroom, RTP harnesses play—one of the most fundamental forces in a child’s life—to help children dismantle barriers and embrace opportunities. In Lebanon, RTP responds to declining psychosocial well-being, learning loss, and the need for enhanced youth leadership. It emphasizes localization of expertise, supports marginalized communities, and strengthens early childhood care and education.
RTP is implementing the Enhancing Quality and Inclusive Education (EQIE) program in five countries, including Lebanon over five-years (2020-2024). In Lebanon, the program is implemented in educational institutions in Palestinian refugee camps in Beirut, North and South governorates, reaching around 16,000 children.
To achieve its objectives, the project aims to improve holistic learning outcomes for boys and girls, including children with disabilities, in target educational institutions in Lebanon. Specifically, it seeks to increase the percentage of children achieving at least a minimum proficiency level in reading by grade 4 and enhance children’s life skills. The project focuses on increasing the integration of play-based learning by teachers to enhance children's reading skills, boosting supplemental reading practice among children, improving safe and inclusive learning environments, and increasing the enrollment of girls and children with disabilities who were previously out of school.
To measure progress towards targets, three studies, a baseline study in 2021, an outcome monitoring study in 2023 and a midline study in early 2024, were. As the project concludes, we are planning an evaluation that shifts the focus from merely measuring outcome indicators to gaining a comprehensive understanding of how various project components have impacted the projects' participants, in structured and retrospective way (Outcome Harvesting). This evaluation will involve a desk review of existing project reports, documents and success stories, and a process evaluation to identify what worked well and what areas need improvement for future initiatives. Primary data collection with key stakeholders may also be conducted to validate the findings.

3.Study objectives This study aims to:

Understand how various components of the project have impacted participants, through a structured and retrospective approach (outcome harvesting).

Assess what worked well and identify areas of improvement throughout the project’s implementation (process evaluation.- Validate findings by cross-referencing desk reviews with stakeholder input where needed.

4.Methodology and scope

  • Given the project design, the methodology will be as follows:
  • A comprehensive desk review of existing project reports, documents, and success stories to analyze how project activities contributed to the overall impact on participants (Outcome harvesting).

6.Qualifications of the consultant
A consultant is needed with the following competencies and experience:
•Advanced degree (master’s or above) in a relevant field such as international development, social sciences, public health, or a related discipline.
•Minimum 5-year practical experience in monitoring and evaluation.
•Proven experience in program evaluation, synthesis of evidence, or research, particularly in the context of international development or humanitarian organizations.
•Strong understanding of evaluation methodologies, data analysis techniques, and statistical methods.
•Familiarity with monitoring and evaluation frameworks, indicators, and tools commonly used in the development sector.
•Ability to work appropriately with a variety of populations and stakeholders, including children, youth, parents, teachers and school administrators, government, and other partners. Strong cross-cultural skills and cultural sensitivity.
•Excellent written and verbal communication skills in English; proficiency in Arabic would be advantageous, particularly for work in Lebanon.

7.Proposal submission

•Financial proposal (signed) that includes a budget for the expected activities and the per diem for each person involved in USD.
