 Supplier for Portable latrine

Oxfam Lebanon Programme

Oxfam is a global movement of people, working together to end the injustice of poverty. Oxfam has been working in Lebanon since 1993. We provide humanitarian assistance to vulnerable people affected by conflict, and we promote economic justice and good governance, and women’s rights. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men.

 

Project Objective:

Under south emergency response, Oxfam is seeking a company to sign with it a framework agreement to provide and install chemical and non-chemical portable latrines. Location of the delivery will be based on the emergency, the tentative locations are Beirut (Meten areas), Baalback district and Nabatieh (specific location will be shared with winner supplier).

The selected supplier will be responsible for delivering, installing, and ensuring the operational readiness of the portable latrines across the designated locations. This will involve coordination with Oxfam’s project team to meet the required standards and timelines.

 

Content of Works:

Chemical latrines:

  • Body: High density polyethylene (HDPE) plastic., 
  • Base: Reinforced HDPE base. (Raised base)
  • Dimensions:
    External Size: Minimum of 100 cm (width) x 100 cm (depth) x 220 cm (height)
  • Design Features:
    Surface: Smooth and easy to clean interior and exterior surfaces with no sharp edges.
    Handles: Widened and ergonomically designed handles for easy transport and relocation.
    Ventilation: Adequate ventilation system to minimize odors, with a high-mounted vent pipe
    Doors: Equipped with two steel pins for secure hanging / Strong door springs for secure closure / Lockable from the inside for privacy and security.
  • Accessories:.
    Lamp: LED battery operated, or solar-powered light installed inside.
    Mirror: Shatterproof mirror mounted on the interior wall.
    Toilet Seat: Comfortable seat with a lid that seals to minimize odors when not in use.
    Toilet Paper Holder: Integrated for toilet paper.
  • Waste Holding Tank:
    Capacity: Minimum of 250 litres
    Construction: Leak-proof design with a heavy-duty seal to prevent spillage and odors.
    Drainage: Accessible drainage outlet with a secure cap for easy emptying and cleaning.
  • Features:
    Stainless steel hand wash basin included inside the unit, connected to an external water source.

Non chemical:

General Requirements:

  • Dimensions: Minimum external size of 100 cm (width) x 100 cm (depth) x 220 cm (height).

 

Type 1: Non-Chemical Steel Latrine

Material and Construction:

  • Structure: Steel frame construction with walls and roof made of sandwich panels or other heavy-duty materials.
  • Panels: Sandwich panels should be insulated, weather-resistant, and provide sufficient thermal protection.
  • Flooring: Base floor made of galvanized steel with a bottom tank for black water. The flooring should be slip-resistant.
  • Door: Insulated steel door, 80 cm width, with a robust locking mechanism, and adequate sealing to prevent odor leakage.

Sanitary Features:

  • Toilet Seat:

Option 1: Arabic (squat) seat.

Option 2: Western (sitting) seat.

Both options should be securely fixed to the base and include all necessary connections.

  • Waste Collection Tank:

Material: Galvanized steel

Capacity: Minimum 250 liters

Design: Serves as the base floor with a necessary slope for efficient drainage.
Drainage Valve: 4-inch main drainage valve with all required fittings to connect to the nearest wastewater network if applicable.

Ventilation and Lighting:

  • Ventilation: Adequate ventilation system, including vents to allow air circulation and minimize odors.
  • Lighting: Integrated lighting (battery-operated or solar-powered) to ensure visibility during night-time use.

     

External Features:

  • Wash Basin: One PVC wash basin mounted outside the unit, connected to the bottom tank for wastewater drainage. Includes a water tap and all necessary connections.
  • Soap Dispenser: Installed outside next to the sink, durable and easy to refill.
  • Mirror: Shatterproof mirror mounted on the exterior wall next to the wash basin.

Installation:

  • Foundation: The unit must be installed on a steel frame base provided by the supplier. The base should be designed to withstand the weight and usage of the latrine.
  • Connections: Supplier is responsible for all mechanical piping (PPR) and related fittings to be installed, serving both the inside toilet and the outside sink.

 

Type 2: Non-Chemical HDPE Latrine

 

Material and Construction:

 

  • Structure: Made of high-density polyethylene (HDPE) plastic, ensuring durability, impact resistance, and weather protection.
  • Flooring: Slip-resistant HDPE flooring with a sloped design for efficient drainage.
  • Door: HDPE door with a secure locking mechanism, designed for easy access and safe closure.

 

Sanitary Features:

  • Toilet Seat:

Option 1: Arabic (squat) seat

Option 2: Western (sitting) seat

Both options should be fully plumbed for easy connection to the waste outlet.

 

  • Waste Management:

The latrine should be fully plumbed to connect to a waste outlet.

Easy-connect waste outlet with a secure seal to prevent leakage and odors.

 

Ventilation and Lighting:

  • Ventilation: Integrated vent system to allow air circulation and odor control.
  • Lighting: Built-in battery-operated or solar-powered light for internal illumination.

 Features:

  • Hand Wash Basin: Stainless steel hand wash basin included inside the unit, connected to an external water source.
  • Mirror: Shatterproof mirror mounted inside the unit.
  • Soap Dispenser: Durable and easy-to-refill dispenser inside the unit.

Installation:

  • The supplier must ensure that all connections are made securely, and that the unit is ready for use upon installation.
  • Installation on a stable surface, with all necessary fixtures and fittings included.

 

Provide 500 L Water tank and steel base:

The tank shall be installed on the steel base with capacity of 500 liters per tank.

Dimension of steel base: 80 cm x 80 cm x 120 h

Made of steel hollow bar size 5 x 2.5 cm, hollow bar 2.5 x 2.5 cm, draft design attached.

Include all necessary connections from the tank to the hand wash basin.

Supplier to provide unit cost of one item. Oxfam will request based on the needs.

  • Oxfam has the right to select different suppliers for the same market and the quantity might be split between them.
  • The quantity of items requested will differ based on the needs which will be defined later for emergency response.
