Functional prerequisite:

 

Required education:

  • Higher education in social science or humanities, or other relevant studies; extensive experience will be considered in the absence of higher education.
  • English work proficiency and fluency in Arabic.
  • Human rights or International Law training or studies will be an asset.

 

Required Experience:

  • Minimum of 5 years of relevant work experience in the MENA region including Lebanon.
  • International experience from other similar humanitarian and development contexts is an asset.
  • Good understanding of political processes and civil society organisations/networks in the region.
  • Experience in organizing advocacy campaigns or community driven humanitarian or development initiatives.
  • Experience with fundraising and donor relations including proposal writing, risk and compliance, and reporting.
  • Budget preparation and management.

 

Other relevant qualifications:

  • Competency in using Microsoft Outlook and Teams, SharePoint, and advanced use of Word and Excel.

Core Responsibilities:

The Program Manager is a leading position in NPA based in Beirut. The position is part of the Country Management Team and reports to the Country Director.

The position is also part of the global strategic management in NPA and participates in global processes to improve routines and guidelines and the quality of programs.

The Program Manager will work with the Country Director and support divisions to plan, implement, monitor, evaluate and learn with the aim to build sustainable and rights-based development programs as well as relevant and need-based humanitarian aid.

The position is key in fundraising and resource mobilization. It is also key in right-based advocacy and the voice of civil society in the relevant context, while also providing access to services to meet the basic needs of displaced people and host communities.  

 

Responsibilities:

 

General management:

  • Lead and manage day-to-day the team of Program staff.
  • Contribute to the overall development of the NPA country program.
  • Contribute to the overall internal controls and ensure the program adheres to the NPA Anti-Corruption Policy, and secure timely and correct reporting of incidents of mismanagement and corruption

 

Policy and relevance

  • Develop the Capacity Building Strategy for Partners and supervise staff in the implementation of the strategy.
  • Ensure NPA’s presence in relevant humanitarian and other coordination forums.

 

Management of programs and projects

  • Establish, develop and strengthen the framework of partnership with civil society organizations in line with NPA’s policies and strategic objectives.
  • Ensure good management of the project cycle such as carrying out baselines and mapping of stakeholders, engage partners and communities in planning, regular monitoring, review and evaluation of achievements and results.
  • Strengthen relations with existing program partners and develop new partnerships in-line with NPA’s partnership policies.
  • Manage the program team and coordinate with the support functions provided by the program support unit, finance, logistics and human resource units, and liaise with the program desk advisor in the NPA head office.
  • Ensure proper documentation and reporting of project implementation in line with NPA and donor requirements.

 

Management of Quality

  • Ensure compliance with NPA internal procedures and donor requirements, and develop necessary SOPs

 

Financial Responsibilities:

  • Overall budget and technical management, including budgeting, monitoring, and reporting in compliance with NPA’s Financial Handbook and donor requirements.
