About the project

Lebanon has been facing multiple crisis since 2020; from socioeconomic deteriorations, to the COVID-19 pandemic, and the Beirut Blast. To cope, households have resorted to negative coping mechanisms which include: forced/early marriage of girls, children partaking in worst-forms of child labor, increase use of corporal punishment with children, and domestic abuse.

To address this, Levitum is implementing a 12-months Child Protection (CP) project that offered life skills sessions targeting children in schools and positive discipline sessions provided for caregivers. The livelihoods component of the programme is improve the livelihoods of the most vulnerable households in order to keep prioritizing CP.

Purpose of the study

The main purpose of the Child Protection and Livelihoods baseline is to establish a national baseline assessment of key issues and indicators in Livelihoods in Lebanon among the Lebanese population across the following five areas: Bourj Hammoud, Wadi Khaled- Akkar, Marjeyoun, Bint Jbeil and Zahle.

Objectives

Levitum aims to provide clear evidence of progress on the status of children's well-being before and after the implementation of the interventions. To achieve this, specific objectives are outlined below:

  • To have baseline measurements of key indicators and assumptions under livelihood in order to establish benchmarks and targets for the livelihoods indicators.
  • To provide recommendations on how to incorporate Gender Equity lens in the implementation of the Livelihoods component
  • To link the baseline results to the technical program’s theory of change (ToC) and provide suggestion for its relevance.
 

Methodology

A quantitative methodology approach should be adopted and will rely on a survey among caregivers in all areas. The target population consists of Lebanese, more specifically: caregivers (19 to 64 years old).

The study is to adopt a probabilistic sampling technique to ensure random sampling and hence the representativeness of the sample. Furthermore, the sample size and the sampling technique are to ensure the representative spread over area and gender

The sample size at each AP was determined using 95% confidence level and 5% margin of error, and hence the sum represented the total sample size. The sample details are available in the attached TOR.

Data will be collected either through household visits (field data collection) or through phone surveys. Sampling processes with the two aforementioned scenarios to be suggested and explained.

Duration

  • The baseline study is expected to be completed by March 17, 2023.

  1. All reports and data collection tools should be submitted to Levitum for approval
  2. All raw data collected, interview transcripts, and summaries shall be provided to Levitum

Roles and Responsibilities

The consultant will be in charge of finalizing logistical matters related to recruitment of enumerators and conducting data collection and data entry (i.e. tablets, papers, phones, chargers, etc.), coordinating the transportation to the different areas where data collection will be completed, calling selected participants for taking an appointment and securing consent prior to visiting the household.

Qualifications and skills

Experience

  • Strong technical and analytical capacities and demonstrated knowledge of research methods and techniques for data collection and analysis,
  • Past experience in similar assignments and production of a quality baseline research or evaluation reports.
  • Experience working within the local Lebanese context

General competencies
· Excellent communication and presentation skills and excellent report writing in English
· Displays cultural, gender, religion, and age sensitivity and adaptability;
· Ability to quickly adapt to change, and to remain calm under pressure; and
· Excellent analytical and report writing skills.

Qualifications
Post graduate degree/s in fields such as Development studies, Social Sciences, gender related studies.
