Invitation for quotation for the Establishment of a Skatepark in Karantina Beirut for the Project ‘Youth RESOLVE 2’ GAME-YR-2023005

Introduction 

As part of Youth RESOLVE 2 Project, GAME will work on building communities’ resilience and strengthening social stability through Street-Sports and for the first time in Lebanon, through Street Sports Incubator. 

 

 Youth RESOLVE 2 is the continuation of a project funded by the European Union, through the European Union’s Regional Trust Fund, the “EU MADAD” fund, and carried out by World Vision, UTOPIA, DPNA and GAME. The goal of the consortium is to empower youth by providing them with the tools to become leading actors in their communities.  

 

Confidentiality 

GAME will treat the content of all tenders/quotations as being confidential and information provided in the tenders will be used for the purpose of deciding on the award of a contract as described in this document.

 

GAME Background 

GAME is working for social change through youth-led street sports and culture in Africa, Europe, and the Middle East. 

GAME establishes innovative facilities, offers youth-leader’s trainings as coaches and role models in street sports and civil society and gives them the opportunity to use entrepreneurship to make positive changes for themselves and for peers and children. 

GAME is a top 150 NGO with nearly 20 years of experience in lowering the threshold to the positive social communities of street sports and culture. Together with likeminded partners GAME is empowering children and youth from vulnerable areas and refugee settings. 

 

 

 

Project Background

GAME establishes innovative facilities called GAME Houses and GAME Zones.

The goal is for street sports and street culture to be accessible to everyone. Here people can meet and engage in various activities and therefore strengthen the communities around street sports and the culture.  

Involving the local communities is an important part of the process of building GAME Houses. Before and after the opening of the facilities, the users are invited to take part in several participatory workshops. 

 

The GAME Houses and Zones have a strong focus on sustainability in terms of the reuse of old buildings and materials for new functions. The urban street culture architecture complements the industrial history of the buildings with their raw and distinctive character and keeps the construction costs down compared to traditional indoor sports facilities. 

 

GAME established 4 GAME Houses in Denmark, CopenhagenEsbjerg, Aalborg, and Viborg 

 

GAME is now in the process of establishing the first GAME House outside of Denmark, in Karantina Beirut, near the area of the Beirut blast.  

 

Objective

GAME Lebanon is looking for a service provider to build an outdoor skatepark in Beirut as part of the GAME House Facility as part of the Youth RESOLVE 2 project.

The Skatepark area is around 460 sqm.

GAME will be providing all designs and technical drawings to the service provider to be able to complete the construction.

 

Scope of Work

The scope of the Services required is for the building of a modern, well-

functioning skatepark for the area of Beirut, Karantina, of approximately 460 sqm.

 

Construction Considerations

The service provider will be responsible for building the skatepark and the surrounding landscape which includes seating areas, passageways, lighting, entrance accessibility and plantation.

 

Design and construction standards identified are as follows:

 

  • The surface must be finished appropriately so that it is smooth and fast whilst retaining adequate grip for the users.
  • To be capable of being maintained through the provision of a management and maintenance plan provided by the manufacturer, if needed.
  • To be built and inquires finishes to meet the latest applicable safety guidelines.
  • The skate park is expected to be built of concrete and all consideration given to minimizing noise. 
  • It is important to have smooth surfaces, that all cast surfaces are steel smooth.
  • Furthermore, the curvatures and transitions are smooth. 
  • Safety concerns must be taken care of and all sharp corners and edges must be rounded off appropriately. 
  • It is important that the skatepark is built solidly and with a long-life expectancy. The Skatepark structure must have a minimum design lifespan of 20 years; and a structural default period.
  • The lighting of the Skatepark shall be depending on Solar PV lighting poles. 
  • Ensuring the safety of the entrances and gates of the facility will be the responsibility of the contractor to implement. The solutions must be well executed and shall include accessibility systems and circulation planning. 
  • Ensuring the safety of the skatepark by installing a metal fence or barrier that surrounds the area of the skatepark and isolates it from the full land area. Simultaneously, the barriers must include a gate entrance in the suitable size for pedestrians and bigger vehicles to facilitate movements and  logistics requirements. 
  • The construction of the skatepark to be in a manner that avoids or minimizes the risk of cracks. There will be minimal tolerance of cracks in the concrete (due to shrinkage in the curing process etc.) and will only accept where these do not affect the function with respect to skateboarding. It will therefore be accepted that this will occur to a certain extent, but any cracks that affect the function and quality are the provider's responsibility and must be rectified.
  • To undertake the finished landscape profile / shaping the areas to be planted with good quality topsoil, free from contamination or invasive seeds.

 

 

Other features and elements

  1. To date participants have indicated that it is desirable that the skate park should be street-inspired and contain some elements such as:

 

  • Quarterpipes 
  • Bank 
  • Curb 
  • Euro-gap 
  • Flatbar 
  • Handrail 
  • Hip 
  • Ledges 
  • Manual Pad 
  • Stairsets  
  • Slappy curb 

 

2. Furthermore, the elements should work both for beginners and advanced users, with the main emphasis on beginner to medium difficulty.

3. Supply and installation of appropriate furniture (built in benches and seating etc.).

 

 

 

 

Groundwork and drainage standards

1. All groundworks will be included, adequate drainage and pipes for the drains in the skatepark.

2. A sufficient number of drains and sufficient drop towards the drain so that water is discharged from the surfaces will be implemented by the provider. 

3. Supply and installation of appropriate drainage that forms part of the bespoke design that will meet all Environment Agency criteria for such developments and will show that the design has considered water flow direction in times of rainfall which will not lead to isolated ponding will be properly taken into consideration.

 

 

General Terms and Conditions 

GAME will accept the most appropriate offer based on quality, expertise, cost effectiveness and capacity for timely and flexible delivery. 

 

GAME will not be liable for any costs or expenses incurred in the preparation of a tender or quotation. 

 

Conflict of Interest 

Any conflicts of interest involving an applicant must be fully disclosed to GAME. Failure to disclose a conflict may disqualify an application or invalidate an award of the contract. 

 

Agreement Period  

The agreement shall start the date of awarding until August 2023.

 

Safeguarding Behavior Protocols  

While providing this Service, GAME and the service provider will ensure that: 

  • Any of their interactions with children or with adult beneficiaries, or with personal data about such persons, will comply with the attached GAME Child protection Policy, and with any other reasonable safeguarding measures that GAME May Specify. 
  • Any incidents of harm or risk of harm to children or to adult beneficiaries will be reported immediately to GAME. 
  • Any individuals with access to children or adult beneficiaries or to personal data about such persons, shall follow the GDPR privacy policy.

Administrative documents:  

  • Copy of Commercial circular, Commercial register and tax registration.
  • Copy of ID of the authorized signatory

Technical documents:  

  • Portfolio which includes previous similar projects
  • Any other information/documents/pictures considered useful 

Financial documents:  

  • The bid shall be based on a list of specifications and prices.
  • The applicants should include the total cost, that might include travel and accommodations cost, when applicable. 
  • The currency for the bid shall be in US Dollars
  • Any other expenses should also be included in the above rates and prices. No additional expenses will be covered. 

 

 

Process 

Applicants should apply through this LINK before June 16, 2023.  GAME procurement committee will review the bids and select one of the bidders based on the expertise-price analysis of the different offers. The selected applicant will be informed, and GAME procurement committee will offer the agreement to the most qualified suppliers.
