DAWERR Call for Consultancy | Civil Engineer

A.1 BACKGROUND:

ECODIT is implementing the USAID-funded Lebanon Diverting Waste by Encouraging Reuse and Recycling (DAWERR) Activity (the Project), a five-year project that will establish sustainable and replicable integrated solid waste diversion and valorization solutions in different rural areas in Lebanon, leading to improved social and economic well-being for Lebanon’s population.  Working concomitantly with municipalities, local communities and the private sector, the Project will (1) develop sustainable composting value chains for organic waste, and strengthen existing recycling value chains (RVCs) for inert recyclable materials in select municipalities serving as pilots initially, and then support replication by other municipalities across Lebanon building on lessons learned from the pilots; and (2) implement integrated Solid Waste Management (SWM) solutions for unions or clusters of municipalities.

  1. Build the capacity and commitment of municipalities to provide improved solid waste management (SWM) services either directly or indirectly;
  2. Empower communities to sort at the source and participate actively in various stages of the recycling value chains (RVCs); and
  3. Develop successful business models that create green economic opportunities and generate net incomes along the value chains                                                             The Activity’s period of performance is August 1, 2020, to July 31, 2025.

During the first two years of the Activity, DAWERR worked with pilot municipalities to support them in the development of SWM solutions including:

  • Designing and implementing sorting at source awareness campaigns with local Community Based Organizations (CBOs);
  • Developing optimized selective collection of waste (schedule and routing);
  • Selecting the most suitable technology for the treatment of organic waste;
  • Designing the composting station based on selected technology, getting the needed permits for construction (establishment permit from Ministry of Industry, construction permit from Order of Engineers), and implementing construction activities for the pilot composting stations (yet to be launched); and
  • Enhancing the existing value chains for recyclables.     

Whenever construction is complete in Y3, DAWERR also will assist the municipalities to operate the composting stations and sell compost.

As of October 1, 2022, in addition to the initial pilots, DAWERR started supporting three groupings of municipalities, each bringing together 3-4 municipalities under one SWM solution – These groupings are:

  1. Anfeh (host), Bechmezzine, Kfarhazir and Fih, in the Koura District
  2. Ras el-Matn (host), Qortada and Deir el-Harf, in the Baadba District
  3. Ansariyyeh (host), Sarafand Loubieh, and Saksakiyyeh, in the Saida District

As of November 1, 2022, DAWERR launched in-depth assessments of the SWM situation in each of these groupings (including waste characterization and quantification at the level of each municipality). Between January and March 2023, DAWERR will organize co-creation workshops in each grouping, with the aim to select the most suitable composting technology (treatment of organic waste) for the grouping. Then DAWERR will start developing designs and tender documents for the composting stations that will be located in the host municipalities.

A.2 DESCRIPTION OF SERVICES

ECODIT is engaging the Consultant to support the DAWERR team in the detailed designs and tender documents of construction works for the composting stations in Ansarieh, Ras El Metn and Anfeh  municipalities.

The period of performance (POP) for this assignment is February 15, 2023, to July 31, 2023. The level of effort (LOE) over the POP is not-to-exceed 30 days. This SOW describes specific activities anticipated over this period.

The Consultant shall conduct all activities and prepare deliverables under the technical direction of the DAWERR Civil Engineering Specialist or his designee.

A.2.2 Activities

The Consultant will undertake the following tasks, as directed by DAWERR Civil Engineering Specialist:

  • Develop detailed designs and tender documents for three composting stations including detailed drawings covering the architectural and structural designs, specifications, detailed calculation notes and BOQs according to relevant codes.
  • Assist DAWERR team in answering technical comments from USAID/Architecture and Engineering (A&E) firm and revise the detailed designs and tender documents as needed, to get their clearance/approvals.

A.2.3 Deliverables:

The Consultant is expected to complete and submit the following deliverables:

  • Deliverables: Detailed design and tender documents for three composting stations (to be submitted on a rolling basis)
  • LOE ceiling (days): 21
  • Submission date: 31 May, 2023

Activity2

  • Deliverables: Detailed design and tender documents based on USAID/A&E review and feedback (to be submitted on a rolling basis)
  • LOE ceiling (days): 9
  • Submission date: 30 June, 2023

LOE ceiling (days): Not-to-exceed 30 days | Submission date: Feb 15, 2023 – June 30 2023

*The Project Manager (i.e., the COP or his designee) and the Consultant will agree on a timeline for DAWERR to review the deliverables and the consultant to submit revised/final deliverables.

A.3 QUALIFICATIONS AND EXPERIENCE:

The consultant must have the following experience and skills to be able to perform the tasks of the TOR:

  • Bachelor’s degree in Civil Engineering.
  • Member of one of the two Orders of Engineers and Architects in Lebanon.
  • Already has or can secure an acceptable professional liability insurance policy.
  • Minimum of five (5) years’ work experience in project design and execution. (Concrete and steel structures)
  • Minimum of five (5) years’ experience in overseeing and monitoring projects. (Concrete and steel structures).
  • Engineering design and construction supervision experience with international organizations is preferred. 
  • Familiarity with design software, such as Robot, Safe, AutoCAD, Civil 3D and MicroStation.
  • Strong analytical and critical thinking skills, with a high level of accuracy in calculations and design.
  • Excellent time management skills to ensure project deadlines are met.
  • Ability to coordinate more than one project at a time.
  • Fluent in English and Arabic.
