About Basmeh and Zeitooneh:

Basmeh & Zeitooneh is a registered Lebanese organization, committed to serving refugees and vulnerable communities in Lebanon, through four community centers across the country. The organization runs educational, relief, livelihoods, and protection programs, and aims to serve as an inclusive and supportive focal point for the entire community.

About the Civil Society Enablement unit:

The CSEU at Basmeh & Zeitooneh, started in 2018 with the aim to develop the capacities of local community-based organizations, civil society organizations and initiatives to enhance their skills and provide them with the necessary support that addresses community issues and focuses on enhancing awareness, and empowering individuals and groups in civil society.

About the project:

Through the Civil Society Localization project, an organizational capacity training will be provided to the targeted CBOs/NGOs located in central and southern-Syria to enhance their ability to operate and implement projects that address their target areas’ needs and strengthen their capacities to play their role in defending rights and freedoms and advocating for change.

The project will pursue the actualization of the below three main objectives:

• Capacity and networking of local organizations are strengthened to effectively implement quality child protection and education projects in Syria and response to the needs of their community
• Local partners have been empowered to implement community-led projects efficiently and accountability
• Enhanced networking and information exchange among the selected local partners and other actors in the communities.

To reach this aim, the CSEU is calling  for experts - online or in person - to join the Civil Society Localization project to design an organizational capacity assessment tool and apply it with the targeted CBOs/NGOs to assess their qualifications, skills, performance and work experience. The findings are taken into account during the planning for CBOs/NGOs capacity development plan..

Deliverables:

Experts will be responsible for the technical and organizational structural support that may include, but is not limited to the following tasks:

• Develop a Capacity assessment tool that is in line with the project objectives. 
• Conduct a pre-assessment to the targeted CBOs/NGOs (four) to analyze targeted CBOs/NGOs capacity needs and determines the proper training method for each of them.
• Prepare written recommendations and indicators for the improvement of the targeted CBOs/NGOs’ performance and measure their development.
• Conduct the post-assessment to the targeted CBOs/NGOs after finalizing the project.
• Provide the related reports. 

Additional information: 

• Experts must perform tasks IN PERSON.
• The OCA tool should be submitted in both Arabic and English languages. 
• The applicant must have experience in a similar project that targets civil society.
• Experts must perform the tasks within a period of 2 weeks.
• Fees will be determined after the interview.

Required Qualities:

•   Applicants should hold previous experience in designing and implementing such tools.
•   Applicants should have previous experience working with civil society actors.
•   Applicant should be from Syria and have access to government-controlled areas
•   Applicant should be native in Arabic
•   Applicant should have strong Arabic and English writing skills

:حول وحدة تمكين المجتمع المدني

بدأت وحدة تمكين المجتمع المدني في منظمة بسمة وزيتونة في عام 2018 بهدف تطوير قدرات المنظمات المجتمعية المحلية ومنظمات المجتمع المدني والمبادرات لتعزيز مهاراتهم وتزويدهم بالدعم اللازم الذي يعالج قضايا المجتمع ويركز على تعزيز الوعي، وتمكين الأفراد والجماعات في المجتمع المدني.

:حول المشروع

من خلال مشروع تمكين المجتمع المدني، سيتم توفير تدريب على القدرات التنظيمية لمنظمات المجتمع المدني/ المنظمات غير الحكومية المستهدفة الموجودة في وسط وجنوب سوريا لتعزيز قدرتها على تشغيل وتنفيذ المشاريع التي تلبي احتياجات المناطق المستهدفة وتقوية قدراتها على لعب دور فعال في الدفاع عن الحقوق والحريات والدعوة للتغيير في مجتمعاتهم

:سيعمل المشروع من خلال أنشطته على تحقيق الأهداف الثلاثة التالية

• تعزيز قدرات المنظمات المحلية والتواصل معها من أجل التنفيذ الفعال لمشاريع حماية الأطفال والتعليم عالية الجودة في سوريا والاستجابة لاحتياجات مجتمعهم
• تمكين الشركاء المحليين لتنفيذ المشاريع التي يقودها المجتمع بكفاءة ومسؤولية
• تعزيز التواصل وتبادل المعلومات بين الشركاء المحليين المختارين والجهات الفاعلة الأخرى في المجتمعات.

للوصول إلى هذا الهدف، تدعو وحدة تمكين المجتمع المدني الخبراء/ الخبيرات - أونلاين أو شخصيًا - للانضمام إلى مشروع CSL لتصميم أداة تقييم القدرات التنظيمية وتطبيقها مع المنظمات المجتمعية/ المنظمات غير الحكومية المستهدفة لتقييم مؤهلاتهم ومهاراتهم وأدائهم وخبراتهم العملية. 

تؤخذ النتائج في الاعتبار أثناء التخطيط لخطة تنمية قدرات المنظمات المجتمعية والمنظمات غير الحكومية.

:المهام، والمخرجات المطلوبة 

:سيكون الخبراء/ الخبيرات مسؤولين/ات عن الدعم الفني والتنظيمي الهيكلي الذي قد يشمل على سبيل المثال لا الحصر المهام التالية

• تطوير أداة تقييم القدرات التي تتماشى مع أهداف المشروع
• إجراء تقييم مسبق للمنظمات المجتمعية/ المنظمات غير الحكومية المستهدفة (4) لتحليل احتياجات قدرات المنظمات المجتمعية/ المنظمات غير الحكومية المستهدفة وتحديد التدريب المناسب لكل منها. 
• إعداد توصيات ومؤشرات مكتوبة لتحسين أداء المنظمات المجتمعية/ المنظمات غير الحكومية المستهدفة وقياس تطورها. 
• إجراء الاختبار التقييمي اللاحق لمنظمات المجتمع المحلي/ المنظمات غير الحكومية المستهدفة بعد الانتهاء من المشروع.
• تقديم التقارير ذات الصلة.

:معلومات إضافية

•  يجب على الخبراء/ الخبيرات أداء المهام شخصيا.
•  يجب تقديم أداة OCA باللغتين العربية والإنجليزية.
•  يجب أن يكون المتقدم/ة لديه خبرة في مشروع مماثل يستهدف المجتمع المدني.
•  يجب على الخبراء/ات أداء المهام في غضون أسبوعين.
•  سيتم تحديد الرسوم بعد المقابلة.

:الخبرات المطلوبة

• يجب أن ت/يتمتع مقدم/ة الطلب بخبرة سابقة في تصميم وتنفيذ هذه الأداة
• يجب أن ت/يكون لدى مقدم/ة الطلب خبرة سابقة في العمل مع الجهات الفاعلة في المجتمع المدني
• يجب أن ت/يكون مقدم/ة الطلب من سوريا ولديه إمكانية الوصول إلى المناطق التي تسيطر عليها الحكومة
• يجب أن يكون المتقدم/ة ت/يتحدث اللغة العربية بطلاقة
• يجب أن ت/يتمتع المتقدم/ة بمهارات كتابة قوية باللغتين العربية والإنجليزية
