Project Manager

The PM is responsible for the correct allocation of project resources for the achievement of the project’s objectives. The PM is responsible for the supervision of the team assigned to the action, the coordination with AVSI different departments, and the supervision direct implementation of sub-granted partners.
Additionally, the PM is a key member of the Consortium Programme Leading Committee, striving to harmonize approaches and methodologies across all project areas of implementation.
The Project Manager is responsible for supervision of the field team assigned to the action. Supported by the CoP, he/she will coordinate with the members of the Project Leading Committee (Project Managers, MEAL Manager, Finance Manager, Education Specialist), in order to establish an effective monitoring system, to harmonize tools and methodologies in all the project areas, to set up standard operational procedures. Beside those specific tasks, regular tasks related to the position will be:
Planning and managing the program's resources
.:. Designing activity overall, quarterly and monthly plans and supervising their implementation; proposing updates and amendment as needed either in relation to direct or indirect (Community based, partnerships with CBOs, etc) activities .
•:. Budget management in coordination with the Operation and finance, including monthly budget forecast and follow up .
•:. Correctly implement the Donor's and AVSI administrative and financial procedures ensuring compliance, with the support of the
AVSl operation .
•:. Prepare and manage the contracts with local partners, monitor closely the sub-granted local partners in terms of budget management, use of resources and reporting .
•:. Supporting project staff and partners in activities' implementation and problem-solving .
•:. In coordination with the HR department:
);> Support the development and human and professional growth of staff through supporting internal and external training opportunities
);> Make sure the HR policies are correctly shared, implemented, refreshed
);> Supporting the recruitment process of the staff needed
);> Participate in the HR planning and appraisal system
);> Facilitate the organization/implementation of trainings organized by AVSI, WGs, donors, Ministries, etc. for the staff
Reporting
.:. Drafting and developing the interim/final narrative and financial reports as requested by the donor, the COP, the PLC and AVSI
.:. Providing regular reporting to Program and Operation
.:. Ensuring timely correct reporting to Sector or Interagency (e.g. activity info, etc.)
Monitoring, quality
.:. Ensure the implementation of the project's activities in line with: the project proposal, workplan and donors' requirement and recommendation .
•:. Contribute to the overall process of coordination, harmonisation and learning and sharing process of the consortium
.:. Monitoring the implementation of work plans directly, through regular visits to project sites of activities
.:. Monitor closely the sub-granted local partners in terms of quality of implementation, results and reporting .
•:. Implementation of the Program's monitoring system in collaboration with the M&E, outreach and Accountability and Capacity building and Design/Validate the Program's monitoring tools and analysis of the collected data .
•:. Organizing regular meeting at area level with the educational team
.:. Supporting the Capacity building and the Special teams especially for the planning and integration of Child protection principles and standards in the education, and develop and effective inclusive approach
Coordination
.:. Support the consortium and AVSIto maintaining and developing the relationship with the Donor, including:
> Attending/organising and facilitating field visits,
> Providing information and documentation to the Donor/consortium when requested.
> Coordinating with actors operating in the target areas.
> Participating to the donors' coordination mechanisms providing positive inputs
> Attending relevant Working Groups (sectorial and geographical)
.:. Calling for and leading regular project meetings and sharing the minutes
.:. Participating in the:
> AVSI Management meeting
> PLC(Project Leading Committee)
> Project progress meeting
> Education coordination and education systematic meeting
> Participating in thematic coordination meetings at national and regional level
> Project staff training with other AVSI staff
.:. Coordinating with local NGOsand INGOs operating in the Project's area
.:. Invest into the relationships with local partners through structured coordination mechanism .
•:. Promote a constructive framework with non-sub-granted local partners to ensure their growth
.:. Participate in the organization of BTFCommunity Based Organization (CBOs)committee
Other
.:. Participating in project proposal writing, assessments within the sector. Contributing to develop project proposal with the current donor or others
.:. Collaboration with the Communication Department with regular updates and documentation (written, photographic, video etc.)
.:. Ensuring visibility according to AVSI and donors plan
.:. Perform other duties within area of responsibility, as requested by the supervisor
