Object of the Agreement: it is the intention of TDH IT to enter into a Framework Agreement, for a period of 12 months.

Selection and Awarding Criteria: The evaluation team shall review and evaluate the Financial and Technical Bids on the basis of their responsiveness to the requirements and technical specifications and the other documentation required/provided:

TDH IT will conduct the evaluation solely on the basis of the Bids received, noting that the winning bidder knowingly making false information - whether in the tender or email communication will constitute false misrepresentation that will lead to financial penalties and/or termination of contract. Evaluation of Bids shall be undertaken in the following steps:

1. Preliminary examination:

1. Original OLT documents duly signed and stamped.

TDH IT will examine the bids received to check if they are complete, signed with respect to minimum requirements, among other indicators that may be used.

1. Eligibility:

1. Legal Status including Bidder Registration in Country, Certificate of registration/incorporation, Tax and VAT Compliance.
2. Financial Standing with ability to perform the commitments in the contract.
3. Conflict of Interest.
4. Minimum Five (5) years’ experience in the provision of Car Rental Services
5. Bid Validity period. Additional experience with NGOs is a bonus.
6. GPS should be included.
7. Zero Franchise.

1. Evaluation of Technical Bids: (Criteria A, weight 30%)

1. Brand, Model and Specs (Criteria A1, weight 20%)
2. Availability of all categories (Criteria A2, weight 5%)
3. Delivery time (Criteria A3, weight 5%)

1. Rental Cost: (Criteria B, weight 70%)

Bidder’s prices should demonstrate an economically advantageous position for TDH IT;

Fixed prices for the period of the agreement/contract; preferred at least 12 months.
