Call for expression of interest (EOI) for partnership with national NGOs to implement Child Protection activities in Beirut-Mount Lebanon and Baalbeck-Hermel Governorates

  1. General overview of the Project.

The intervention will target both Lebanese and Syrian vulnerable children and families that will benefit from the provision of ad hoc psychosocial support (PSS) and Child Protection (CP) services. Specifically, it will include the delivery of prevention (community-based PSS (CBPSS), caregivers/parenting support, community engagement - social behavioral change activities (SBCC)) and response services (focused PSS (FPSS), case management (CM)) to the children and families of the areas of reference.

Due to the present health emergency and volatile context, the PSS services into the areas of coverage are planned to be implemented both through face-to-face and remote modalities, based on the specific locality of intervention and the availability of spaces, in line with Covid 19 prevention measures.

In all areas, the intervention will be implemented both through TDH IT direct implementation and through the involvement of local organizations active in the provision of Child Protection and PSS services towards their local communities, also through alternative modalities (sports, theatre, arts).

Project Activities

  • Provision of cycled prevention services: community-based PSS (CBPSS), caregivers/parenting support, social-behavioral change initiatives (SBCC) for children and families beneficiaries.
  • Provision of cycled response services: focused PSS (FPSS) and case management (CM) for children and families beneficiaries.

  • Beirut-Mount Lebanon Governorate: Maaroufieh, Hay Es Sellom, Dawhat Aaramoun, Souq El Ghareb, Chhim, Debbiyeh, Sibleen,  Daraiya, Aanout, Barja. Chiah,  Tahweetet Al Ghadir, Laylaki, Haret Hreik, Ard Jalloul, Tariq El Jdideh Beirut Moussaytbeh,  Bourj Hammoud, Sin El Fil, Jnah, Ouzai, Mazraa, Mina El -Hosn, Ras Beyrouth, Acharafieh, Hadat Kfarchima
  • Baalbeck and Hermel Governorate: Masharia al Qaa, Arsal, Hermel, Qasr, Jeideh, Ain, Fakehe Ras Baalbek
  1. Partner Eligibility Criteria:

Required qualifications, and eligibility of the prospective partner:

  1. Eligible applicants are only national organizations, registered in Lebanon according to Lebanese laws.
  2. Previous experience operating in either of the aforementioned areas is compulsory, experience in other regions/Governorates might be also be considered.
  3. Expertise and experience in CP activities: Previous experience in the delivery of Child Protection and PSS services (prevention and/or response services and/or through alternative modalities) for the past 3 years (no prior experience might be considered if they demonstrate a technical added value/innovative approach to the initiative and commitment to Child Protection principles).
  4. Proven experience and knowledge in child protection and participation, the inclusion of children with disabilities, and referral mechanisms.
  5. Experience in project management and project cycle management.  
  6. Involvement and presence at the local level with a good reputation and is well accepted among local stakeholders in the communities and areas of operation.
  7. Organization is neutral, independent, impartial, and is guided by humanitarian principles.

All eligibility criteria must be met and demonstrated through the submission of required documents and EoI.

  1. Expression of Interest (EOI) selection process.

A selection panel established by TDH IT, with the combination of program, finance, and senior management, will review the submitted EOI. The selected partner(s) will then undergo a vetting and due diligence process (including reference check and verification of registration documentation), before the final sign-off and agreement to the partnership.

TDH IT respect and commit to the principles of equality, impartiality, and transparency, which guides the selection process in identifying partners sharing the same principles. TDH IT will ensure the selection process is fully impartial and compliant with its policies and guidelines so that the appropriate and best suitable partner gets selected.

  1. The Expression of Interest template filled (Annex I)
  2. An estimated budget with a breakdown (Annex I)
  3. Portfolio of projects implemented in the past 3 years with a focus on the education sector;
  4. A copy of the constitution and/ or by-laws of the organization and a copy of the Certificate of Registration.
  5. Organizational Chart
  6. Recent audit report from the past 2 years (if not available, please clarify the reason).  )
  7. The CV(s) of the technical education personnel, that oversees the CP Programme at your organization.
  8. Reference contact details from previous INGO or UN partners or donors. (to be filled in Annex I)
  9. Any other relevant programmatic documents such as Programme evaluation, needs assessment report, or organizational strategy. 
  10. Selection Criteria:
  • The organization mission and objective
  • Organizational fit with TDH IT’s culture and values, especially when it comes to child protection principles and the do no harm approach
  • Proven Experience and expertise in implementing CP projects within the same area targeted by the project
  • Capacity to do outreach and the level of engagement with the people in the community
  • Existing of management, finance, and systems policies and procedures
  • Quality of proposal submission (narrative, financial and logframe aspects)
  • Submission of all required supporting documents
  • Eligibility criteria are demonstrated and met
  • Observation and preliminary assessment conducted during a field visit to be conducted by TDH IT.
  • Grassroot organizations and NGOs with limited experience but with proven technical and innovative approach may be considered if they can demonstrate a strong added value to the program.

The deadline for submission of applications is the 15th of April. The deadline applies to the reception of the EOI and concept note by TDH IT. An acknowledgment of receipt will be sent to the applicants via e-mail.
