SKL International is looking for an experienced  Field Coordinator to provide technical support to local partners. The project is financed by the Swedish Government as part of its regional support for the Syrian crisis. In Lebanon, the project works with two Unions of Municipalities, and underlying municipalities, and other local actors in the Akkar governorate. The project is managed by a national team through a local office in Halba, Akkar. 

 

The position will report to the Deputy National Project Manager in Lebanon. The Field Coordinator will work from the office in Halba with consistent day-to-day coaching to the selected partners under the umbrella of this project. The Field Coordinator will be responsible for:

 

Liaison and co-ordination:

  • Maintain regular contact with the Unions of Municipalities and local partners;
  • Liaise on field level with other organizations active in the area,
  • In collaboration with Union of Municipalities coordinate with municipalities and other relevant stakeholders.

Planning and implementing tasks (incl. capacity Building)

  • In collaboration with the Union of Municipalities focal points, contribute to defining the gaps and needs of the municipalities under the union (through e.g. holding interviews or focus groups);
  • Contribute to the development of the project capacity building plan, training and mentoring measures on Good Governance, Citizenship and Community Mobilization;
  • In collaboration with the Union of Municipalities define the participants profile and selection criteria in order to ensure Inclusivity through gender and diversity mainstreaming of activities;
  • Support the  project management in the implementation of activities in the targeted Unions according to the work plan;
  • In collaboration with the Union of Municipalities continuously update the development and capacity building strategic plan for the Union of Municipalities 
  • Summarize, evaluate and update on a regular basis the activities flow in accordance with the established planning schedules;
  • In collaboration with the Procurement and Admin Officer, prepare and organize for the training, workshops and coaching sessions;
  • Comply with internal policies, and ensure that activities comply code of conduct.

Monitoring and Reporting

  • Work in close coordination with the project MEL officer to ensure documentation and learning
  • Determine any challenges or changes to the plan and report to the Deputy project Manager;
  • Report on regular basis the implementation progress ,achievements and challenges;
  • Assisting in collecting all needed data;
  • Identify and report success stories;
  • Contribute to the monthly activities report.

Profile and qualifications

The Field Coordinator should be a Lebanese national with the following personal characteristics:

  • Be proactive, structured and take responsibility for achieving results
  • Have a high degree of initiative and self-motivation, with an ability to identify risks and opportunities and respond accordingly
  • Have high professional and personal integrity
  • Own strong analytical abilities
  • Demonstrate flexibility, conflict sensitivity, and good judgment, and be able to solve issues in consultation with others
  • Have excellent interpersonal and communication skills.

 The Field Coordinator should meet the following formal requirements:

  • Relevant academic education, minimum Bachelor´s degree, or practical experience proved to be equivalent.

  • Minimum 3 years’ experience of community development(working with Municipalities, engaging with local partner…) and team leadership in and international development and/or local/regional government context.

  • Experience from working with local governance and institutional systems development

  • Proven experience of applying results-based management in project contexts´ Proven experience of applying gender and conflict analysis in project management

  • Strong verbal and written command of English and in Arabic, French is an asset.

 

Additional aspects considered a strong merit for the position includes the experience of working with:

  • International development cooperation – for example, through consultancy work, foreign missions, international organization or comparable institutions/organizations
  • Subject areas such as municipal service delivery, organizational development, leadership & management, local economic development, strategic planning, gender, social stability issues, community mobilization, citizen participation
  • Experience working in Akkar
  • The assignment is expected to start  April 2019

    Contracting

    The Field Coordintaor will be engaged as a full-time consultant through a consulting contract. The contract will initially be valid until September 2019 and renewable based on performance to 31 December 2020..
