DEPARTMENT PURPOSE: Oxfam prioritizes food security as one of the most pressing sectors in Lebanon, ensuring that marginalized women and men of all nationalities and statuses have safe access to food and basic assistance, as well as the ability to support their own basic needs and develop their livelihoods, while respecting and maintaining their dignity.

TEAM PURPOSE: Oxfam in Lebanon is increasingly working at local, national and international levels to “ensure that women and men and non-binary individuals are protected and empowered to enjoy their basic rights and access services enabling them to live in dignity within a more equitable society.” To achieve this vision, Oxfam in Lebanon implements activities under two main programmatic pillars; the Governance and Economic Justice pillar and the Humanitarian Pillar.

JOB PURPOSE: In order to improve food security and promote peaceful coexistence among vulnerable Syrians, Lebanese, and migrant households in Burj Hammoud, the Project Assistant will be mainly responsible for assisting in the identification of households eligible for Cash for Food, ensuring proper follow-up with beneficiaries and their families, coordinating with partners and service providers (BoB Finance), and maintaining accurate documentation of cash assistance. While upholding Oxfam's standards and donor criteria, the assistant will collaborate closely with the Oxfam team, partners, and beneficiaries to achieve a seamless and effective project implementation.

GEOGRAPHICAL SCOPE

Beirut – Burj Hammoud

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Project Implementation:

  • Plan for and participate in the project's activities, including but not limited to Cash for Food Assessments, Group Cash Transfers (GCT), and recipe booklet.
  • Work closely with Karagheusian Association, the project's partner, and coordinate with its focal point on day-to-day activities and data requests.
  • With the support of enumerators, conduct vulnerability assessments and panels with partner.
  • Liaise with Oxfam’s finance department, and BoB Finance to ensure effective and timely delivery of cash to beneficiaries.
  • Coordinate with the MEAL department by regularly sending a new list of accepted beneficiaries and non-withdrawals.
  • Ensure that cash documentation is accurately completed, compiled, and returned to the Finance Department in a timely manner.
  • Assist with project logistics by scheduling events, coordinating transportation, and ensuring supplies and resources are available.
  • Assist the partner in planning and scheduling the different awareness and cooking sessions.

 

Monitoring:

  • Conduct regular onsite monitoring visits, track project progress and flag issues.
  • Support post-distribution monitoring, baseline and endline activities (including data collection).
  • Contribute to 'lessons learned" and success stories during the project.

 

Reporting and Data Management:

  • Report regularly to the Program Coordinator, and technically coordinate with the Food and Economic Security Advisor on the progress of implementation and challenges encountered against targets set, highlighting constraints, and propose solutions.
  • Ensure data entry and safe management of beneficiary information following data protection protocols.
  • Enter data into Activity Info system.
  • Participate in and maintain a timely and appropriate flow of information up and down the management line (including programmatic information, security issues, etc.) and horizontally with partners.

 

 

External Representation and Coordination:

  • Attend relevant project meetings, as requested by the Program Coordinator.
  • Attend sector meetings, as requested by the Program Coordinator.
  • Identify opportunity to collaborate and coordinate effort with other organizations.

EXPERIENCE, KNOWLEDGE & COMPETENCIES

In addition:

  • At least 1 to 2 years of experience in working with communities in humanitarian or development contexts, in particular with refugee and migrant populations.;
  • Previous experience in working in partnership with national organizations.
  • Fair experience in food security, livelihoods and/or social cohesion and advocacy programming;
  • Entry-level knowledge of MEAL frameworks and plans;
  • Good knowledge of NGO operations and administration, including Procurement, FLEET and Security;
  • A bachelor’s degree in international relations, business administration, management, human rights, social sciences or related field;
  • Excellent written and verbal communication skills in Arabic and English.
  • Good computer skills in MS Office programs, particularly Excel.
  • Experience entering data and maintaining databases.
  • Willingness to work in insecure environments and a high level of adaptability and initiative.

Desirable

  • Previous knowledge and/or experience of Cash for Food or other cash-based humanitarian interventions.
  • Contextual knowledge of the humanitarian and development issues in Lebanon.
  • Previous involvement in community engagement initiatives.
