The Mercy Corps Lebanon team consists of over 80 staff working across three offices throughout Beirut, Tripoli and the Bekaa Valley.

Emergency South Response Project Overview

In light of recent developments along the Lebanese Southern border, which have seen Israeli forces engaging in shelling and bombardment of villages, a significant number of individuals and families have been forced to evacuate their homes.

In response to the escalating tensions and conflict in South Lebanon and the neighboring region, Mercy Corps along with its local partners are implementing an integrated and localized community-based response to meet the most urgent needs of displaced families, as well as alleviating the burden of host families who are already under stress from the prolonged economic crises that the country has been suffering from in recent years. The response includes a variety of interventions, including NFI and Food Kits distribution designed in an agile and responsive way meeting the progressively different needs of the displaced population.

South Emergency Response Post Distribution Monitoring
South emergency response monitoring ,evaluation, and learning, and accountability MEL team is now conducting a post distribution monitoring survey with the beneficiaries of the program.

The proposed data collection phases include the following:

Quantitative data collection: PDM Survey with around 347 households in South and Nabatieh areas (over the phone).

General Position Summary: We are seeking to hire 4 daily individuals for data collection services.  The services include conducting on-the-phone data collection with south emergency response program beneficiaries. The data collectors will work closely with Mercy Corps’ MEL team.

Essential Job Responsibilities

• Attend the full in-person training on the survey and data collection at MCL premises.
• Complete the PDM surveys via phone (at least 12 assessments/day) for beneficiaries based in South and Nabatieh over a maximum of 10 days.
• Gather and accurately record survey responses
• Ensure that the daily plan and targets are respected and adhered to
• Ensure data entry, and/or reporting
• Liaise and coordinate with the MEL team
• Contextualization and translation of tools to arabic, where needed.

Logistics and arrangement

• Enumerators will report directly to the MEL focal points.
• Enumerators are expected to work from home for remote data collection.
• Assets used for data collection will be secured by MCL.

Accountability

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our project participants guiding international relief and development work, while actively engaging participating communities as equal partners in the design, monitoring and evaluation of our field projects.

Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.

Reports Directly to Project Coordinator and Project Manager

Knowledge and Experience

• Excellent data collection and communication skills (Arabic and English languages)
• Ability to work effectively with an ethnically diverse team in a sensitive environment;
• Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties
• Demonstrable understanding of the concept of confidentiality, data safety etc.
• Commitment to and understanding of Mercy Corps aims, values and principles

The successful Daily Data collector  will be bright, energetic, hard-working, and eager to learn. S/he will take a deep personal interest in humanitarian and development assistance. S/he will be attentive to detail and able to carry out assigned tasks in a timely manner and according to a very high standard of quality. S/he will be creative and flexible, contributing to developing and encouraging new and innovative solutions, but at the same time will not have any difficulty in adhering to systems and procedures. S/he will strictly follow all protocols related to safety and security, and holds self-accountable for making decisions, managing resources efficiently, achieving and role modeling Mercy Corps’ values.
