Call for Tender - Documentary Production
1. Background
The Lebanese Women Democratic Gathering (RDFL) is a feminist, secular, non-governmental organization advocating for and raising awareness about the rights of women and girls in Lebanon. Founded in 1976, the RDFL is one of the oldest feminist organizations, one based on volunteerism.
RDFL’s vision is to achieve equality between women and men in all spheres and to provide protection from gender-based violence.
RDFL’s mission is to work on and advocate for the elimination of gender-based violence and all forms of discrimination, and to achieve full citizenship for women through a widespread and empowered membership and in collaboration with civil society.
RDFL in partnership with IM Swedish is planning to consult a filmmaker or production house to produce a documentary film on child marriage.
The main objective behind this tender is to produce a documentary on child marriage in Lebanon.
This documentary will be 30 minutes video, containing real-life stories of women who endured GBV. The documentary will serve as a documentation of data tool, to archive the stories of GBV and child marriage survivors, especially during the crisis that has witnessed an increase in the number of GBV and child marriage cases. The 30 minutes documentary will contain real-life stories of women residing in Lebanon from various regions including refugee women.
The specific objective of this documentary is to sensitize the Lebanese society on GBV and child marriage and to advocate against child marriage. The documentary will serve as a reminder and a pressure tool to the Lebanese parliament on the urgency of passing the law on child marriage.
Gather SGBV and child marriage stories from various Lebanese regions, covering all groups of women residing in the Lebanese territories.
Produce the documentary and include all key messages in it, accompanying the testimony of the survivors.
The expected outputs will be as follows:
- Increased awareness of the Lebanese society on child marriage and SGBV effects
- Sensitization of the Lebanese on SGBV issues in Lebanon
- Engagement of the Lebanese society in advocating against child marriage in Lebanon
2. Criteria for Submitting a Bid
2.1 Applicants must meet the following criteria:
Be a senior filmmaker with a team or a legally registered and have actual operations in Lebanon,
Be directly responsible for the preparation/ management/implementation of the project, i.e. not act as an intermediary;
Be experienced in the field of video production, editing, voice-over, subtitles and photography
Be financially sound and financial continuity throughout the project;
Having Arabic-speaker staff on board is compulsory.
Deliver tangible and efficient results;
Be able to efficiently budget and contribute to the success of the activities.
Be in possession of technical equipment (camera, software, etc.) required for the production of deliverables.
2.2 Applicants must submit a bid on their own being the mere implementing body.
3. Description
RDFL is seeking to hire the services of a professional communications service provider for the delivery of high-quality film documentary. Visual communications materials will be developed in accordance with RDFL communications guidelines and donor branding rules, geared towards increasing the visibility of RDFL’s project and donors’ support, through a dignified and positive representation of vulnerable communities RDFL works with.
During the duration of 3 months, the service provider is expected to finalize the concept of the documentary, set an implementation plan and produce a high-quality documentary, and be available when needed. The service provider will be called on to participate in field visits. Compensation will be based on the essential expenses provided by the service provider in the application.
The service provider should expect inquiries of the following kinds:
1) Delivery of one long video, geared for social media circulation (horizontal and/or vertical orientation), featuring interviews with Arabic speakers, with precise editing that includes voiceover & subtitles.
2) Delivery of high-quality photographs, portraying vulnerable people, portrait & candid, in a variety of locations, in a photojournalistic style, expressive of individuals’ characters that are related to the documentarty.
4. List of Deliverables
Conduct country-wide field visits to project implementation locations (all over Lebanon) alongside RDFL team or by oneself to film/photograph cases;
Create video storyboards and scripts (optimized for social media) based on briefings provided by RDFL, in accordance with RDFL’s brand guidelines and the visibility requirements of RDFL's donors;
Collect varied and strong visual photography (portraits and candid) of participants of RDFL’s programs,
Conduct sensitive, on-camera interviews with vulnerable participants of RDFL's programs about their experiences, making sure to capture challenges, successes, anecdotes, and donor contributions;
Provide short human interest stories based on the interviews conducted with project participants and couple the stories with photos to develop photo-stories.
Ensure written consent taken through RDFL approved consent form for each participant captured in, photographed, and filmed;
Edit and produce a strong, final video that includes RDFL branded elements and donor logos (during the editing phase of the video, RDFL requires several feedback rounds before final delivery depending on donor review processes).
5. Application Details
We are looking for service providers who:
Are competitive budget-wise and can contribute to the success of the activities.
Ensure visibility and branding for RDFL and the back donor
Have reasonable experience in the fields of refugees and protection sector in general
Have added value and advantage over competitors;
RDFL will be the copyright owner of all videos, including raw footage.

7. Selection Criteria:
The tender evaluation committee will evaluate and award the contract on the basis of the following selection criteria:

- Criterion will obtain between 0 and 5-point, 5 points being the maximum, 0 points being the minimum and the points obtained will be multiplied by criterion weight.

Those bidders who get less than 3 for the capacity of the bidder shall not be accepted or considered and their offer will be rejected.
For each bid, points from all evaluation criteria will be added up and the winning bid will be the bid with the highest number of points. In case of an equal number of points, the winning bid will be the one with the lowest price.
8. Remuneration
Payment will be released upon RDFL’s acceptance of the final deliverables following review by RDFL.
