General Purpose of the Position

The Country Human Resources Officer will oversee HR operational functions across the country, ensuring effective implementation and management of key HR tasks including HR system implementation, payroll processing, attendance management, NSSF (National Social Security Fund), insurance coordination, timesheets, payslips distribution, employee letters, staff list updates, and audit reporting. The role also involves coordinating with field HR Assistants to ensure consistent and compliant operation HR practices across all locations within the country.

Main Responsibilities of the Position

1. HRIS and Payroll Management:

  • Oversee the implementation and maintenance of the HRIS (Human Resources Information System) at the country level.
  • Collaborate with the HR team to ensure the HRIS is continuously updated, accurate, and aligned with JRS requirements.
  • Provide training and ongoing support to field HR Assistants on using the HRIS effectively.
  • Lead the processing of monthly payroll for all core staff within the country and observe the monthly payroll of non-core staff submitted by the field HR Assistants.
  • Ensure payroll is calculated accurately and delivered on time, in accordance with Lebanese labor law and JRS policies.
  • Address payroll-related inquiries and resolve issues from both country and field teams.

2. Attendance, Timesheets, and Payslips Management:

  • Oversee the management of attendance processes across the country and ensure accurate tracking of working hours, leaves, and absences.
  • Collaborate with field HR Assistants to ensure consistency in attendance records.
  • Ensure that timesheets and payslips are accurately generated and distributed to all employees on time.
  • Address employee questions and concerns related to their payslips, deductions, and other payroll-related matters.

3. NSSF and Insurance:

  • Ensure the timely enrollment of employees into NSSF and other applicable social security schemes.
  • Submit accurate monthly contributions and reports, adhering to legal and JRS requirements, including end of service indemnity reports, family allowance tables…
  • Ensure compliance with Lebanese labor law and social security regulations across all locations.
  • Ensure all employees are enrolled and covered under the relevant insurance programs.
  • Maintain accurate records of any possible insurance upgrades.

4. HR Operations:

  • Draft and issue various employee letters including employment letters, volunteer letters, and recommendation letters.
  • Regularly update the JRS Lebanon’s staff list to reflect changes in employee status, including new hires, terminations and new positions.
  • Prepare and support regular audits of HR operations, ensuring adherence to internal policies and donors’ regulations.
  • Provide guidance and support to field HR Assistants in handling all departmental tasks to ensure smooth implementation of HR operational processes.
  • Ensure consistent HR practices and alignment with JRS policies across all field locations.
  • Support the broader HR department with other administrative tasks as needed.
  • Maintain accurate records, ensure proper documentation, and support the HR team with ongoing projects.

 Qualifications, Skills, and Attributes

  • Bachelor’s degree in human resources, Business Administration, or a related field.
  • Proven experience (4+ years) in HR operations, payroll, benefits administration, or related HR functions, ideally at a country level.
  • Strong knowledge of local labor laws, social security (NSSF), insurance, and payroll systems.
  • Experience working with HRIS systems (HR software, payroll software) and other HR tools.
  • Strong attention to detail, excellent organizational skills, and the ability to manage multiple tasks effectively.
  • Excellent communication skills and the ability to collaborate with both local and field HR teams.
  • Strong problem-solving skills and the ability to manage sensitive employees matter confidentially.
  • Knowledge of insurance providers and benefits schemes.
