General objective of the position:
The Program Manager at SAMS Foundation is responsible for the overall management and quality of the organization's portfolio in the Beqaa region. The role involves ensuring compliance, effective program implementation, financial monitoring, and coordination with various departments. The Program Manager is also responsible for partnership identification and selection, capacity building of the Bekaa team, and representing SAMS in relevant working groups and with national authorities.
Main tasks and responsibilities:
Overall Program Management:
- Ensure program quality and compliance with SAMS program department.
- Establish clear communication channels between staff and stakeholders.
- Implement work plans and budgets effectively.
- Responsible for the design and development of future proposals when needed, in coordination with the health program manager, country representative, RO, and HQ.
- Prepare programmatic reports and highlights.
- Coordinate with the finance department for financial reporting and monitoring.
- Lead PSS curriculum development.
- Coordinate logistics and operations with the operations department.
- Collaborate with HR, Operations, Finance, Program, and MEAL teams for quality implementation.
- Represent SAMS in Bekaa Health, PSS, MHPSS, and protection working groups.
- Represent SAMS to relevant national authorities.
Partnership Identification and Selection:
- Conduct partnership mapping, vetting, selection, and assessments as per internal SAMS protocols.
- Develop a partnership strategy for the Bekaa portfolio in coordination with the Beqaa and Beirut teams.
- Serve as the primary communication focal point with partners.
- Lead and initiate partners’ meetings and agenda.
- Identify risks associated with partnerships and work on implementing measures.
Capacity Building:
- Develop capacity building strategies for the Bekaa team, under the guidance and support of the Country Director.
- Provide trainings to the Bekaa team on relevant program topics (PSS, communication, referral mechanisms, etc.).
- Ensure compliance with SAMS HR policy through administrative follow-up.
- Adhere to, and promote, the PSEA (Prevention of Sexual Exploitation and Abuse) and Child Safeguarding standards within SAMS and amongst beneficiaries served by SAMS.
- Uphold SAMS' commitment to safeguarding donor funds and preventing fraud, bribery, and corruption, in line with donor regulations and SAMS policies and procedures.
Required Qualifications
- Mandatory possession of a Bachelor’s degree, with a Master’s degree in a relevant field (e.g., International Development, Public Health) highly preferred.
- Proven experience in program management, preferably in the humanitarian or healthcare sector.
- Knowledge of project cycle management and donor regulations.

- Communication and Stakeholder Engagement: Strong communication skills and ability to engage stakeholders.
- Financial Monitoring: Proficiency in financial reporting and monitoring expenditures.
- Curriculum Development: Capability to develop curriculum, particularly in the area of PSS.
- Logistics and Operations Coordination: Skill in coordinating logistics and operational aspects. Partnership Development: Experience in identifying, selecting, and managing partnerships.
- Capacity Building: Ability to develop and implement capacity building strategies.
- Representation and Networking: Strong representation skills and ability to network with relevant authorities and working groups.
Languages
- Fluency written and spoken in Arabic
- Very Good written and spoken English
