On August 18, 2021, EnCompass LLC was awarded the Monitoring and Evaluation Program for Lebanon (MEPL)) contract to support the United States Agency for International Development (USAID) mission in Lebanon to supplement the monitoring and program management efforts of USAID/Lebanon staff, and to verify, monitor and support USAID program performance in Lebanon. EnCompass, our subcontractor Management Science International (MSA), and other local partners implement a comprehensive performance measurement, planning, monitoring, evaluation, and reporting system to assess USAID Lebanon’s performance in achieving its objectives to provide technical and advisory services to support the mission’s program portfolio.

Call

This panel discussion aims at bringing academics, practitioners, and experts together to discuss the landscape of education project evaluations in Lebanon in light of the current challenges. The pandemic, the economic crisis, and the ongoing devaluation of the national currency have stretched the education sector, public and private, too thin.
The event will provide a forum for evaluators in Lebanon to share their experiences, technical approaches, and viewpoints regarding recent and ongoing adaptive strategies in the evaluation of education projects.

MEPL seeks Lebanon-based companies or organizations to participate in a MEL capacity strengthening program designed to increase their a) MEL knowledge and skills, and b) broader organizational capacity to enhance their ability to compete for and deliver donor services in MEL. This is a Call for Expression of Interest. This is not a Request for Proposals (RFP) or a Request for Quotations (RFQ) and is not to be construed as a commitment for award. Evaluation Team Leader - Higher Education Capacity Development (HECD) Mid-term Performance Evaluation and Research

Job

The evaluation and research are expected to be conducted between December 2022 and June 2023, with one additional month to complete the research report and dissemination. The inception and reporting phases are expected to be conducted remotely, data collection however will be conducted in person unless there are security and/or covid restrictions.

The expected level of effort (LOE, or total available billable days) is up to 50 days.
