Gender Analysis Team Leader
Position Description
EnCompass LLC’s Monitoring and Evaluation Program for Lebanon (MEPL) is seeking a Team Leader to support the United States Agency for International Development's (USAID/Lebanon program taking gender analysis. We are looking for someone who is well experienced in conducting gender analysis within the Lebanese context, familiar with multi-sectoral gender dynamics, and able to deliver evidence-based findings within USAID’s gender analysis domains: (1) laws, policies, regulations, and institutional practices, (2) cultural norms and beliefs, (3) gender roles, responsibilities, and time use, (4) access to, and control over, assets and resources, and (5) patterns of power and decision making.
The team leader will work in direct coordination of the MEPL Gender Youth & Inclusion Learning Coordinator and in close collaboration with the Bierut-based MEPL team to coordinate and implement different aspect of the gender analysis activities. The team leader is responsible for ensuring deliverables are completed on schedule and in accordance with EnCompass and USAID’s quality standards. The MEPL team represented by the COP holds ultimate responsibility for the quality and completion of all deliverables outlined in this scope of work collaboratively with the team leader to achieve that end.
The gender analysis is expected to be conducted between March 2024 and May 2024. Substantial progress has already been made in reviewing existing literature and developing an initial research design for the assessment.
The expected level of effort is a maximum of 25 days (LOE, or total available billable days) in line with the Gender analysis set workplan. The position is based in Lebanon. With guidance from MEPL, the consultant will be responsible for leading the gender analysis team, which includes the Gender, Youth and Inclusion Learning Coordinator and short-term EnCompass gender and MEL specialists based in the US. He/she is expected to coordinate with MEPL team and gender analysis team members either by visiting MEPL’s office in Zalka or scheduling online meetings. The Team Leader will be expected to lead key information interviews, which may be conducted in person or remotely depending upon logistical circumstances.
Position Duties and Responsibilities
Essential functions:
- Lead gender analysis team
- Attend MEPL’s onboarding/ training on data collection materials, Gender Equality and Social Inclusion, coding, and analysis training.
- Conduct data collection mainly key informative interviews, number is to be determined) in accordance with the developed methodology and work plan. Ensure that data collection is conducted ethically and with sensitivity to gender dynamics.
- Lead the coding of qualitative data applying thematic code technique to identify patterns, themes, and trends related to gender.
- Conduct the analysis of gender-disaggregated data from relevant sources to produce insightful gender analysis presentation and report as needed
- Identifies gender-specific opportunities, challenges and impacts associated with USAID activities.
- Participate in Data Analysis Integration and Synthesis (DAIS) and produce summaries, draft findings, draw meaningful conclusions and recommendations.
- Lead the assessment team’s preparation of a preliminary findings presentation and gather input and feedback from the MEPL team involved.
- Finalize and take a leading role in presenting the preliminary findings for USAID/Lebanon and other stakeholders (number of presentation sessions is to be determined with USAID).
- Lead drafting of the gender analysis report with the support of other team members.

Qualifications
Academic Qualifications
- Minimum of A Bachelor's degree in social sciences, gender studies, or any other relevant major. A Master's degree in relevant field is preferred; and (include equivalencies).
Experience and Skills
- 8 years’ experience in gender studies, social inclusion, women studies, and conducting research and gender analysis with focus on data collection, analysis, coding, and reporting.
- Strong qualitative data analysis skills and experience with coding using thematic coding techniques.
- Excellent communication and interpersonal skills, including use of semi-structured protocols to lead key informant interviews and focus group discussions. Experience in delivering technical presentations to professional groups in English is highly preferred.
- Familiarity with gender mainstreaming principles and tools, as well as standards related to gender equality. Familiarity with USAID’s Gender Equality and Women’s Empowerment Policy (2023) preferred.
- Excellent time management skills including the ability to deliver high-quality outputs within a limited timeframe.
- High level of English proficiency and reporting skills
- Experienced in gender dynamics within Lebanese context.
- Willingness to travel domestically.
