Request for Proposal - Analyses on composting Agri-food Waste (AW) Generated from Large Biodegradable Waste Generators (LBWG) in Ansariyeh

3.1       DESCRIPTION OF SERVICES

ECODIT intends to engage a Research Institution/University as a Service Provider to conduct analyses on composting Agri-food Waste (AW) Generated from Large Biodegradable Waste Generators (LBWG) in Ansariyyeh. The estimated period of performance (POP) is May 10, 2023 – August 10, 2023. This Scope of Work (SOW) describes specific activities anticipated over this period. The service provider shall conduct all activities and prepare deliverables under the technical direction of the DAWERR Chief of Party (COP) or his designee. The Service Provider will also liaise with DAWERR SWM specialist as well as other DAWERR specialists (including subcontractors).

 

ECODIT intends to issue a fixed price subcontract with an estimated price range of $5,000-8,000. Although an anticipated ceiling is provided, this does not mean that bidders should necessarily strive to meet the maximum amount. Bidders must propose costs that they believe are realistic and reasonable for the work.

3.2       Objectives of the Study

The main objectives include:

  • Understand the composition of AW resulting from LBWGs in Ansariyyeh grouping.
  • Examine the initial waste feedstock composition (mix between AW from LBWGs and other material such as green waste) required to ensure optimal composting conditions and maximal rates of biodegradation.

3.3         Activities

The service provider is requested to:

  1. Conduct desk review on composting the studied AW, namely citrus, lignocellulosic, and starch waste including an evaluation of the inhibitive properties of Starch and Vitamin C in the biological decomposition processes;
  2. Determine the physical and chemical properties of the various types of AW generated by a Citrus Juice Industry, a Frozen French Fries Industry, and various banana plantation in the area – DAWERR will provide samples for testing and analyses;
  3. Develop an experimental design to assess the proportions of the mentioned AW streams and other material needed to ensure optimal composting conditions and maximal rates of biodegradation. The design mix of the feedstock should take into consideration that the composting technique to be followed is Aerated Static Pile (ASP);
  4. Determine quantity thresholds for each of the AW streams in the composting feedstock mixture to maintain viable pH, moisture, bulk density, porosity, C-N ratio and other inhibitive properties of select streams; and
  5. Determine the optimum composting conditions needed to ensure the production of good quality compost.

DAWERR will provide data related to the industrial processes and other information deemed necessary for the analyses.

3.4         Deliverables

The Service Provider is expected to prepare and submit the following deliverables:

        • Draft Assessment Report, which includes desk review, results of the physical and chemical analyses, and experiment design.
        • Final Assessment Report, which indicates the initial waste feedstock composition needed to ensure optimal composting conditions and maximal rates of biodegradation.

How to apply

The Bidder shall submit its best offer (technical and financial) as per the following requirements:

  1. Cover Letter signed by a person authorized to sign on behalf of the Bidder. Use the template in Appendix A.
  2. Bidder shall submit their relevant capability, experience, and past performance, as well as the proposed methodology and team to complete the services, as per Appendix B - Technical Proposal.
  3. Bidder shall submit financial proposal in a workable Microsoft Excel document (unlocked with intact formulas) specifying the detailed cost breakdown by type of services needed as outlined in Section 3.3. The financial proposal shall clearly indicate daily rates of proposed positions (staff/consultants), number of days for each proposed position, and other expenses (if any). Bidders shall include a description and rationale for proposed costs. ECODIT may request supporting documentation for any proposed costs.
  4. In case of price discrepancy between unit price and Subtotal or Total price, the unit price shall prevail.
  5. Bidders must fulfill the following criteria and submit supporting documentation:
    • Valid business License (Commercial Register Certificate, Licensing decree from the Ministry of Education and Higher Education)
    • Tax Identification number details (Tax registration Certificate if applicable)
  • VAT registration certificate
  • Contact person, telephone, and e-mail.
