1. Project Background

The Lebanon Community Support Program (CSP) is a multi-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Beqaa regions. Under Task Order No. 3 (TO 3), the project provides technical assistance to municipalities, civil society organizations (CSOs), the private sector, or other entities to increase capacity and ensure sustainable impact in providing key essential services. The main objective of this 5-year task order is to support Component 3 (Capacity Building) of the CSP Program by delivering technical assistance to enhance the sustainability of CSP interventions under Component 1 (Community Stabilization Support) and Component 2 (Community Development Support), and if required, under future Task Orders.

Over the past three years, the USAID-funded Community Support Program (CSP) in Lebanon has supported six cooperatives, with ongoing efforts directed towards improving the livelihoods of their members and households. This support entails a combination of material and technical assistance, with a focus on essential training topics such as food safety, marketing, and bookkeeping. Moreover, CSP has established a community of practice for these cooperatives, providing a platform for discussions with experts on overcoming challenges, accessing new markets, and implementing optimal solutions. Within this framework, COOPs can also address market-related issues, share resources and knowledge, learn from each other's experiences, and explore opportunities for collaboration and partnership, particularly in areas like collective negotiating and production enhancement. Through these concerted efforts, CSP aims to empower local cooperatives, foster growth, and ultimately contribute to the improvement of the community's economic resilience and well-being.

2.  Summary of Position

The Lebanon Community Support Program (CSP), as part of its Technical Assistance and Capacity Building Component, Task Order 3, is currently seeking a qualified and experienced trainer or expert to conduct a two-hour training session. The aim is to equip CSP's COOP beneficiaries with essential skills and knowledge for effectively managing exhibition booths, improving customer interaction, and increasing sales.

3.  Specific Duties and Responsibilities​​​​​​

* Needs Assessment:

  • Conduct an initial needs assessment to identify specific skill gaps within the COOPs, by joining one of the COOPs in one market they are participating in.
  • Collaborate with the CSP team and experts to gather insights and tailor the training program accordingly.

* Development of Training Modules:

  • Design and develop training modules addressing the identified skill gaps, with a focus on:
    • Booth Setup and Design
    • Customer Engagement Strategies
    • Product Presentation
    • Sales Techniques
    • Handling Challenges
    • Best Practices
    • Common mistakes and how to overcome them.
  • Ensure the content is adaptable to different learning styles and abilities.

* Development of Guidelines/Tip-sheets:

  • Develop guidelines & tip sheets for future reference.
  • The guidelines should be user-friendly, adaptable, and thorough.

* Training Delivery:

  • Conduct a 2 hours training session for CSP beneficiaries, equipping them with the knowledge and skills to effectively manage exhibition booths, enhance customer interaction, and boost sales.

 4.  Minimum Qualifications

  • Experience working with Local COOPs to enhance sales.
  • Familiarity with Mouneh market dynamics and experience in assessing COOPs' participation within markets.
  • Proven track record in designing and developing comprehensive training modules addressing various aspects of booth management and sales enhancement.
  • Demonstrated expertise in conducting engaging and informative training sessions, particularly in a two-hour format.

 5. Eligibility Criteria

 Interested individual experts shall have the capacity to enter a short-term technical assistance (STTA) contract and shall have a satisfactory performance record and record of integrity and business ethics.

6.  Ineligible Experts

  • Government employees.
  • Individual experts that appear on the List of Parties Excluded from Federal Procurement and Non-Procurement Programs.

7.  Place of Assignment

The expert will be liaising with CSP TO 3 team at CSP offices in Sin-El-Fil.

8.   Reporting

The experts will be reporting to TO 3 Director or equivalent.
