Background of the Project 

The “Legal Reform to the Use of Force by Law Enforcement Agencies in Lebanon” project is an ongoing project within ALEF’s Criminal Justice Reform & Rule of Law Desk, through which ALEF hopes to contribute to the adoption of a new legal framework to regularize and address the use of force by law enforcement agencies in Lebanon.  

The project will provide analysis that sheds light on Lebanon’s current framework governing the use of force in Lebanon and on cases of human rights violations committed through the use of force during protests. In fact, ALEF is currently working on a paper to analyze where Lebanese law stands currently on use of force. ALEF’s expertise in international human rights law, international humanitarian law, as well as national and regional legal mechanisms contributes feeds into its evidence-based lobbying and advocacy efforts. ALEF’s Human Rights Violations Monitoring Unit has also been documenting violations to the freedom of peaceful assembly since the protests that began in Lebanon in 2019. This project will thus compile the results of the monitoring into a report analyzing cases of excessive force during the protests. All of the analytical outputs produced under the project will be the focus of roundtables to provide stakeholders with a better understanding of the current legal framework governing the use of force and of human rights violations committed through its use. An alliance with other human rights organizations will also be built to advocate with relevant stakeholders and parliamentary commissions for the deliberation of legal reforms to the current framework. 

Background for the Consultancy 

ALEF is looking for an analyst consultant to conduct a tactical advocacy mapping at the beginning of the project. This non-published report will identify the positioning of the various stakeholders relevant to the issue of the use of force in Lebanon and the triggers needed to gather their support or mitigate their opposition. The analyst consultant hired will also be documenting human rights violations committed through the use of force since 2019. ALEF’s Human Rights Violations Monitoring Unit has developed tools for systematically documenting and monitoring human rights violations and progresses, and this is an ongoing practice in ALEF’s work. These tools will be employed for this project. Partners and networks will also be encouraged to refer violations or emerging incidents for documentation, and the analyst will even seek to meet with relevant sources for more details on specific violations or incidents that need further information. The results of ALEF’s monitoring exercises will also be compiled, to be drafted by the analyst into a report documenting human rights violations committed through the use of force in the past 5 years. 

Scope of Work 

The Consultant will be responsible for the following: 

  1. Conduct a tactical advocacy mapping identifying the positioning of the various stakeholders relevant to the issue of the use of force in Lebanon and the triggers needed to gather their support or mitigate their opposition, 
  2. Document human rights violations committed through the use of force since 2019, 
  3. Meet with relevant sources for more details on specific violations or incidents that need further information, and 
  4. Draft a report documenting human rights violations committed through the use of force in the past 5 years. 

Vacancy Period 

The Consultancy will end on 31 December 2022  

Deliverables  

  1. A tactical advocacy mapping by 23 November 2022, and 
  2. A report documenting human rights violations committed through the use of force in the past 5 years by 23 December 2022. 

Qualifications:  

  • Advanced university degree in Political Science, International Relations, Law, and/or related field experience; 
  • Minimum of 3 years of professional experience in research and advocacy; 
  • Proven understanding of the political context in Lebanon and the concept of excessive use of force; 
  • Fluency in English, with focus on written capacities, and good knowledge of Arabic; 
  • Outstanding analysis and writing skills.
