1. The Ministry of Agriculture (the Client) has received financing from International Fund for Agricultural Fund (IFAD) toward the cost of the Climate Smart Agriculture: Enhancing Adaptive Capacity of the Rural Communities in Lebanon (AgriCAL) Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include prepare the Environmental Impact Assessment, the tender documents and supervision for small scale structures to reduce flood risk in Ras Baalback and Hermel

2. The Ministry of Agriculture now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

3. To be selected as eligible firm, the firm shall have the minimum qualifications:

- have successfully prepared at least 5 EIA studies for infrastructure projects within the past 7 years (20/100 pts)

- have successfully prepared at least 1 EIA study for water retaining structures (dams, gabions, etc.) within the past 7 years (15/100 pts)

- have successfully prepared designs and supervised construction of at least 3 hydrological or infrastructure projects with a preference for small scale structures (gabions, stone check dams, etc.) to reduce flood risk within the past 7 years (40/100 pts)

- the volume of the above referenced construction works should exceed US$ 1.5 million (the total construction value for the three projects within the past 7 years) (25/100 pts)

4. The attention of interested Consultants is drawn to IFAD’s policy on conflict-of-interest situations that must be avoided as described in IFAD’ Project Procurement Guidelines – September 2010. The attention of interested consultants is drawn to IFAD’s Anti-Money Laundering and Countering the Financing of Terrorism Policy and the Revised IFAD Policy on Preventing Fraud and Corruption its Activities and Operations. The latter sets forth IFAD’s provisions on prohibited practices. IFAD further strives to ensure a safe working environment free of harassment, including sexual harassment, and free of sexual exploitation and abuse (SEA) in its activities and operations as detailed in its IFAD Policy to Preventing and Responding to Sexual Harassment, Sexual Exploitation and Abuse.

5. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The organization that submits the Statement of (expressing) interest independently may not be a member of a joint venture in the same procedure of public procurement.

6. A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in IFAD’ Project Procurement Guidelines – September 2010, that can be accessed via the IFAD website at www.ifad.org/project-procurement. The shortlisted consultant(s) will be provided with the Request for Proposal and asked to submit a detailed technical and financial offer.

7. Interested Firms shall ask about the Request expressions of Interest and the ToR by sending an email to [email protected]

8. Any request for clarification on this EOI will be send to the email address [email protected] no later than March 7, 2022 at 13:00 p.m. (Beirut local time). The Client will provide responses to all clarification requests.
