What is to be delivered

MenEngage Lebanon network

MenEngage Lebanon is an established network that has completely autonomous member organizations from various local and international organizations working to promote human rights and gender equality. This network set off to develop a road map and consequently conceived a strategic plan that is intended to clarify both the ends and means for the collaboration of its members in the next three years.

Objectives:

Exploring and analyzing masculinities in their contextual settings and identify negative practices while promoting positive masculinities.

Engaging men and boys effectively in the promotion of gender equality and eliminating gender-based violence and discrimination.

Changing attitudes and behavior as the key focus for the intended change.

Mainstreaming the MenEngage approach at all levels in institutions and in campaigns aiming at policy change.

Improving the capacities and effectiveness of the network’s members.

Providing a systematic plan for improvement and the use of adequate resources.

Developing the network members’ full ownership and commitment.

The MenEngage Lebanon network members, in previously held network meetings, have recently identified several priorities to accomplish in the near future in order to best guarantee the sustainability and efficacy of the network. As these priorities have been set by the MenEngage Lebanon network members themselves, and in line with the bottom-up approach exemplified by the values of the network, they are the deliverables expected as an output of the current consultancy. These priority areas/deliverables are as follows:

Memorandum of Understanding 

This document will serve as a template to be used in order to document the commitment, expectations, and obligations of organizations, parties, or individuals who agree to become part of the MenEngage Lebanon network.

Code of conduct and Accountability

The code of conduct will specify the expectations of how MenEngage Lebanon network members, be they organizations or individuals, should act within their professional or personal lives. The code of conduct will be based on human rights values with an emphasis on GBV, gender equality, non-violence, and with special considerations for the different intersections of various marginalized communities and individuals (LGBTQI+ persons, refugee populations, ethnically or racially marginalized individuals, differently abled people, etc.). The code of conduct will also be a pillar in establishing a rights-based culture for the network that underscores dignity and respect for oneself and others. This document must also entail the importance of accountability for the actions of the network members, as well as outlining accountability measures to be in place should a member breach said code of conduct and related MenEngage Lebanon network culture values.

Membership criteria 

This document will clarify, for current, new, or prospective members of the network, prerequisite actions or expectations in order to gain membership where to be eligible for continued membership to the MenEngage Lebanon network. These criteria maybe both technical (knowledge on masculinities, gender, GBV, etc.) and logistical/ administrative (legal registration of organization, financial contribution to network, etc.).

Voting procedures/processes 

This document will outline the procedure by which issues may be raised within the MenEngage Lebanon network by its current members, and the process that will follow in order for the other network members to vote on the proposed issue.

Strategic Plan including Network Organogram and rotational leadership procedures

This document will communicate the MenEngage Lebanon network's description/history, values, mission, and plan of action for the foreseeable future.  It will include within it all of the documents listed above, as well as a visual representation of the network's organogram, and the roles and responsibilities of the parties within the network. The main aim of this document will be the transmission of information about the network, as it currently stands as well as where it intends to go and hopes to achieve, for current members, prospective members, and various donor/ partner organizations and networks. This document is not meant to be drafted from scratch, but rather to be updated from the previous MenEngage Lebanon Network Strategic Plan that was developed in 2013.

Introductory Package to new MenEngage Members

This document will include all relevant information regarding the MenEngage Network and all the compiled/developed documents (i.e. code of conduct, voting procedures, etc.). The introductory package will serve as a tool, which can be updated regularly by the network, when inducting new members into the network. 

With these documents, this activity will provide a foundation for the continuation of building a sustainable, interjectionally representative, and rights based MenEngage Lebanon network. The documents for provide necessary and essential information to all network members concerning their rights and responsibilities, as well as the rights and responsibilities of their fellow network members. The documents will highlight the aspirations of the network members for the future of the network, as well as the risks that are in need of medication in order to achieve those goals. The documents will also provide information about the goals, structure, and operational framework of the MenEngage Lebanon network for future potential members and partner/donor organizations and networks.

Method

In order to accomplish the tasks and above, it is necessary to recruit a short time consultant for three-months (covering months June, July, August 2021) who has expertise in network building and sustainability in order to work with the Lebanese MenEngage network secretariat and members in order to develop these documents.

This consultant would be expected to, in order to comprehensively understand the needs of the network to be included in the documents, consult with:

MenEngage Lebanon network members in individual interviews,

MenEngage Lebanon secretariat members in individual interviews,

Attend MenEngage Lebanon network meetings,

Attend MenEngage Lebanon network secretariat meetings, and

Hold individual consultations with members from the MenEngage Global secretariat.

 

It is through the guidance provided through these meetings and interviews that the consultant will be able to draft the needed documents while observing a bottom-up approach which recognizes the expertise and knowledge of all of the MenEngage Lebanon network members. The consultant would also be expected to examine similar documents that are currently utilized by the MenEngage global secretariat and by ABAAD as a basis for drafting the needed documents in a manner that reflects the values of intersectional feminist values, cultural considerations and sensitivities, gender equality, and human rights.

Main tasks

Develop a set of questions for the different constituents

Hold meetings with the leader of the secretary of MenEngage Lebanon network

Hold a series of meetings (individual/group) with the MenEngage Lebanon network members

Interviewing key persons

To collate  relevant document(s) from the local MenEngage network and from the global alliance

Submission of the 1st draft and 2nd draft of the required documents, gather feedbacks and amend the documents accordingly

Submission of the final version of the required documents

 

Qualifications of expected consultant.

The individual, company, or organization applying for this consultancy is expected to meet the following criteria in order to be eligible for consideration:

A minimum of 5 years’ experience working with NGOs/ CSOs and networks in Lebanon.

Previous experience and/ or portfolio of previous work relevant to the outputs expected in the current consultancy.

Ability to interview (either remotely or in person) relevant stakeholders for the completion of the current consultancy.

Strong command of written and spoken Arabic and English.

Ability to complete all deliverables under this consultancy within the time frame allocated.
