1. Background

“Food For Akkar (FFA): reinforcing food security in Akkar through the improvement of the production capacities of farmers and a better access to food for vulnerable communities” is a project implemented in Akkar, Lebanon, tackling the issue of food security through an approach combining emergency and development actions.

The project, which extends over a period of 3 years from 2022 to 2025, aims to improve the overall food security of Akkar region through maintaining farmer’s productivity and ensuring equitable access to fresh produce.

The project implementation includes the following villages: Andket, Aydamoun, Bezbina, Chadra, Jebrayel, Kfarnoun, Kobayet, Owaynet, Rahbe, Rmah, Bire, Halba.

As for the stakeholders, the list comprises the following: Andket Cooperative, Kobayet Cooperative, Owaynet Cooperative, Aydamoun Cooperative, Chadra Cooperative, Rmah Cooperative, Union of Farmers of Kfarnoun, Bezbina Cooperative, Rahbe Cooperative and the Municipality of Jebrayel.

As the project approaches completion, a final evaluation is required.

 

  1. Objective of the Evaluation

The primary objective of the final evaluation is to assess the implementation and analyse the project’s achievements against its stated overall and specific objectives. The consultant will assess the relevance, effectiveness and efficiency of the different activities as well as the impact of the project on the target population. He/she will evaluate also the project sustainability and offer recommendations for future initiatives.

 

  1. Scope of Work

The scope of work outlines the areas to be evaluated and the methodology to be employed.

  • Assessment Areas:
    • Relevance and impact of the distribution of agricultural inputs to 200 farmers
    • Relevance and impact of the distribution of fresh produce to 200 households
    • Relevance and impact of the training and coaching sessions
    • Impact of the establishment of a local nursery and demo plot

 

  • Methodology:
    • Review of project documentation and reports
    • Field visits to project sites
    • Survey and interviews with beneficiaries and stakeholders
    • Data analysis and synthesis of findings

 

  1. Outcomes

The following outcomes are anticipated from this end of project evaluation:

  • Assessment of the project’s relevance and impact.
  • Collection of feedback from beneficiaries and stakeholders
  • Identification of key lessons and best practices to inform future projects
  • Gathering recommendations for improving the design of similar future projects
  • Documentation and dissemination of success stories that showcase the positive changes brought about by the project.

 

  1. Deliverables

The end of project evaluator is expected to deliver the following:

  • Inception report outlining the evaluation framework and methodology
  • Draft evaluation report for feedback
  • Final evaluation report including:
    • Executive summary
    • Methodology
    • Detailed findings and analysis
    • Lessons learned and recommendations
    • Success stories, if applicable
  • Feedback-meeting to present the findings and results

 

  1. Qualifications

The candidate should possess the following qualifications:

  • University degree in Social Sciences, Development Studies, Business, Economics, Environment, Agriculture or related fields
  • Proven experience in project evaluation, particularly in livelihood programs
  • Proven knowledge of Fair-Trade principles
  • Familiarity with quantitative and qualitative evaluation methods
