DESIGN, SUPPLY, INSTALLATION, OPERATION & MAINTENANCE OF A HYBRID PV SOLAR SYSTEM FOR THE ECOLE NATIONALE D’ADMINISTRATION (ENA) BUILDING, BAABDA, LEBANON

    1. General objective

 

The project involves the installation of a 34.80 kWp hybrid PV solar system and a 40 kWh Li-iron Phosphate battery storage on the rooftop of the Ecole Nationale d’Administration (ENA) building. This integrated system will facilitate net-metering capability to power the building’s electrical load, operating alongside the facility generator or utility (EDL).

The project equipment includes:

  • Photovoltaic panels
  • Mounting  structures for Photovoltaic panels
  • Hybrid inverter
  • Battery Storage System
  • Earthing System
  • Integration of solar PV with the existing power sources
  • Balance of system components, including DC/AC cabling, breakers, data cabling, junction boxes, switchboard, conduits, cable tray, clamps, etc.
  • Water Tank (2000 Liter) including pipes and installation
  • Inverter AC units  (9000, 12000 & 18000 BTU)

 

    1. Specific objectives

 

The Contractor is responsible for the installation of a hybrid PV solar system with a capacity of 34.80 kWp, including design, supply, installation, testing, commissioning, training, documentation, operation and one-year maintenance. All components, accessories, labor, civil works and equipment must adhere to specified standards, with no deviation or use of equipment of lesser size or capability accepted. The scope of work includes:

  1. Site investigations and surveys, as required.
  2. Development of a comprehensive system design.
  3. Civil design and construction for mounting structures.
  4. Verification and adjustment of design as needed.
  5. Detailed description of the electrical PV system.
  6. Permitting and securing approvals from concerned authorities.
  7. Construction of concrete bases and related civil works.
  8. On-site labor, equipment, and materials provision.
  9. Installation of PV modules and support structures.
  10. Management of equipment transportation and storage.
  11. Installation of electrical panels, cabling, and connections.
  12. Installation of an earthing system.
  13. Completion of electrical installations and grid connections.
  14. Testing, commissioning, performance tests and maintenance.
  15. Control and supervision of the works.
  16. Compilation of project documentation, including operation and maintenance manuals.
  17. Preparation of a project close-out report and facilitating of handover.
  18. Project handover and final documentation.
  19. Training client staff on system operation, maintenance, and troubleshooting.
  20. Performance of periodic maintenance for one year.
  21. Provision of other specified or necessary services to complete the Project.

The scope also covers the supply of a 2000-liter water tank, inverter AC units, PV modules, a hybrid inverter, battery storage systems, junction boxes, AC/DC distribution boards and cables, communication interfaces, and any other necessary equipment for system operation. Interconnection with the EDL grid and existing generators is mandatory. Additionally, the scope includes essential spares required for operation, routine maintenance, and equipment testing for one year.

  • Bidders must confirm their attendance for the mandatory site visit scheduled from 10 AM to 02 PM on the 10th of September 2024 at the specified site. Failure to attend will result in automatic rejection of the bid. Bidders who fail to attend the mandatory site visit will have their bids automatically rejected. It is the responsibility of the bidder to ensure their attendance and to comply with all requirements related to the site visit.
