​​​​​​Brief information on the project

The Multi-Donor Action “Improving the Quality and Attractiveness of Technical and Vocational Education and Training (TVET) in Lebanon for poor and vulnerable social groups” is jointly co-financed by the European Union and the German Federal Ministry of Economic Cooperation and Development (BMZ). The joint action is implemented by GIZ as a specific Action within the wider BMZ project “Improving the Quality and Attractiveness of TVET in Lebanon (QuA-VET)”.

The aim of the action is to orient the vocational training towards the qualification needs of the labour market in sectors with sustainable employment potentials, therefore improving the employment capacities for poor and vulnerable social groups living in Lebanon. The implementing partner, the Directorate General for Vocational and Technical Education (DGVTE), requires further support in involving the private sector in vocational education and training. Thus, the project’s emphasis is placed on improving the partnership between vocational training institutions and the private sector. This includes developing modularized and practice-oriented training programmes in selected sectors, digitalizing e-learning lessons for the technical theoretical subjects of the promoted TVET programs and general subjects and enhancing the quality of in-company training for employees and work-based learning for vulnerable individuals.

The target groups of the project are vulnerable youth and young adults (aged 15-35), including Syrian and Palestinian refugees, individuals from hosting communities, TVET Lebanese students, unemployed or underemployed individuals (aged 17 to 35), and employees in Micro, Small, and Medium-sized Enterprises (MSMEs) seeking to improve their employment prospects through relevant qualifications.

 

Background – e-Learning

The stumbling economic situation that is affecting Lebanon at several levels, the elevated transportation fees, and the unstable security situation in some regions of the country, public TVET students are not attending schools on regular basis.

Based on the experience in e-learning which the GIZ projects’ ProVTE and VTE4all and the currently running, QuA-VET, have collected and considering that the teaching and learning at distance will be a constant in the future in the form of blended learning, the QuA-VET project developed the technical theoretical courses of the Baccalaureate Technique (BT) Industrial Mechanics and Technicien Superieur (TS) Health Inspection and Food Safety in e-Learning (EL) modality.
Following the development and digitalization of the BT1 general subjects by the VTE4all project, the QuA-VET project intends to extend the development of e-learning lessons to include the BT2 unified general subjects for all BT2 programs, according to the newly developed curriculum. This will ensure that students have access to a larger number of courses and their learning is not interrupted due to the instability in the country. Moreover, the lessons in EL modality will be a support for teachers during the in-presence lessons.

In the previous academic years, the QuA-VET project, has equipped students of BT Industrial Mechanics and their technical theory teachers with tablet devices and power banks in 9 public TVET schools, as there is a lack of IT terminals for digital education in public schools and in the families of many students.

In the 2024/25 academic year, the QuA-VET project will be training up to 20 teachers on developing e-learning lessons of the BT2 General Subjects, and up to 112 teachers from the schools delivering the BT Industrial Mechanics on the use of the learning management system to deliver these e-lessons to their students and monitor their learning progress.

In order to ensure the equal access of all students and teachers to our digital general courses, the project aims to procure computer tablet devices and power banks. This contributes to supporting the DGVTE in better fulfilling its role in the digital transformation of public schools. 

Objective

This request for public tender is intended to identify a supplier who can provide and deliver to the QuA-VET project office, 112 tablet devices and 112 power banks  as described below :

Tablets :

  • Battery: Li-Po 7040 mAh, non-removable
  • Accessories: Cover + Screen Protector
  • Warranty 1 Year

Power banks

  • Power banks, Li-Polymer, at least 10,000 mAh power capacity, charge up to 2x faster
  • At least two charging ports, 2x 10W (5V, 2A) USB outputs
  • Max 22.5W SE
  • 1 year warranty

Eligibility Criteria:

  • The supplier must have an official registration in Lebanon (minimum requirement) 
  • The supplier should be able to provide a 1-year warranty on the tablets after delivery (minimum requirement)
  • The supplier should be able to understand our procurement process (minimum requirement)
  • The supplier should be able to deliver the tablets and power banks to the project’s specified location (minimum requirement).
  • The supplier should be able to provide support on technical features when needed (minimum requirement)
  • The supplier must be able to provide alternative tablets with similar price and specs in case of unavailability of the requested tablets (minimum requirement)
  • The supplier must be able to provide alternative power banks with similar price in case of unavailability of the requested tablets (minimum requirement)
  • The supplier must provide a sample tablet for testing to the QuA-VET project team office.
  • Criteria for Sample Tablet Testing
  • Hardware performance:  Fast processor, adequate RAM (minimum 4GB), and storage (minimum 64GB).
  • Software: Android operating system (OS), latest version.
  • Cost-neutral testing: download of applications, testing the responsiveness of touchscreen, and other buttons, and battery life.
  • The supplier is responsible for all costs related to providing the sample tablet for testing. If the tablet fails to meet all specified criteria, the supplier will be informed about the reasons for failure.

How to apply

We request full conformity with all conditions/ general terms as mentioned below and would like to point out that non-conformity could lead to the exclusion of your offer.

2- The two emails sent are; one for the Technical Offer/Proposal and another for the Financial Offer. Your emails shall be named as follows:

3- The offers shall be submitted in English language only.

4- The offers shall be signed, dated and stamped.

5- Refurbished items are not acceptable.

6- All manuals must be delivered in English.

7- Requested warranty time: One year.

8- Requested Delivery Period: Maximum delivery time should be within 2 weeks from PO signature

9-The offer should include transportation and delivery fees according to the dates and project locations . No extra delivery price will be accepted.

10- GIZ has the right to request a sample check for the mentioned items after the offer has been submitted.

11- A penalty amounting to 0.2 % of the agreed purchase price per calendar day, up to maximum of 5 % of the agreed purchase price (including packing and freight costs, plus value added tax where applicable) will be deducted on each delayed week calculated from the due date of delivery

12 -In the event the contractor was not registered in the ministry of finance and does not hold an income tax number, GIZ has the right to deduct 3.4 % of the amount presented in the invoices by the contractor.

Company’s Portfolio including the board members (Company Legal name, focal point, contact details, exact location, available product and services, old experience, year of establishment, availability of product and services, average annual turnover for the last three financial years, and average number of employees and managers for the past three calendar years)

Company’s legal documents, company registration and MoF registration.

GIZ general purchase conditions, and code of conduct signed, dated, and stamped.

Self-declaration EU-Russia sanctions signed, dated, and stamped.

Kindly note that any price indication of any item in the technical offer may lead to disqualification.

 

2-Financial Proposals, which should consist of:

Financial proposal in USD including Taxes/VAT (The project benefits from 55.55% VAT exemption)

The offers shall be submitted in English language only. Handwritten translation is allowed.

The offers shall be signed & stamped.

Financial proposal shall clearly indicate the price of the overall tender and the price of each item.

Bank account details of the company inside Lebanon.

Others:

- Please note that in case you did not receive any notification in writing within 4 weeks after the deadline for submitting the offers, it shall indicate that your offer has not been accepted. You shall not receive a separate notice to this effect.   

- The bidders shall not be reimbursed for their submitted offers.

- Sending your offers to any other email address or non-compliance with any of the mentioned conditions will result in rejecting your participation in this tender.

- All Products / items with Origin Russia or Belarus are not accepted by GIZ Office and Project due to sanction list against Russia and Belarus.
