Public Call for Tender nb. 91180898 Soundproofing system 18.9207.4-001.00 GIZ Office Beirut
1. Context
GIZ works in 12 distinct projects and implement a wide range of development cooperation activities throughout Lebanon in the sectors of sustainable economic development, social participation and conflict transformation, education, and water. GIZ Lebanon partners with various stakeholders, such as the Lebanese government, local authorities, civil society, and the private sector. Our offices are located in Beirut and Tripoli, and we implement activities in all governorates in Lebanon.
GIZ is in process of having a supplier who will equip and install soundproofing panels in GIZ offices - Hazmieh
2. Qualifications requirements
- All experienced companies responding to this tender must have prior experience in installing soundproofing panels and assign a supervisor to make sure that the panels are according to GIZ’s requirements and perfectly installed.
Please note: Candidates who do not fulfil the requirements will automatically be excluded from the procedure
Provide the following documents:
- Company Portfolio
- Legal and Registration documents of the company (Official registration, MoF registration,...)
- Company established and registered in Lebanon for at least 6 years.
- Previous relevant experience, at least 3 contracts of same nature (at least one of the contracts with International Organizations in Lebanon)

Equipment are not supplied from RUSSIA OR BELARUS (sign and stamp "Self-declaration to determine the origin or source of the goods offered")

Warranty document for at least 1 year warranty period

How to apply
We request full conformity with all conditions/ general terms as mentioned below and would like to point out that non-conformity could lead to the exclusion of your offer.
1. Two seperate emails (one consisting of only the technical offer, and the second of the financial offer) shall be sent to the following email address:

Local Times at the latest.
Your emails shall be named as follows:

a. Technical Proposals, which consists of:
- Qualification requirements (as per section 2)
- GIZ general purchase conditions signed, dated, and stamped.
- Self-declaration EU-Russia sanctions signed, dated, and stamped.
- Technical proposal shall be sent as PDF file including the complete and detailed description of the items as per the inquiry.
- Technical specification of each item (material, color, dimensions…)
- Live Picture of each item (if any)
- Kindly note that any price indication of any item in the technical offer may lead to disqualification.
b. Financial Proposals, which should consist of:
- Financial proposal (please use Annex 1) in USD including Taxes/VAT.
- Financial Offer should be Valid for: Four Months.
- Bank account details of the company inside Lebanon.
Further information, regarding the intended project, may be obtained in writing by sending an email to [email protected] during normal office hours latest by 11.07.2024.
2. The offers shall be submitted in English language only.
3. The offers shall be signed, dated and stamped.
4. Refurbished items are not acceptable.
5. GIZ has the right to buy in lots.
6. All manuals must be delivered in English.
7. Requested warranty time: At least One year.
8. Requested Delivery Period: Maximum delivery time should be within 2 weeks from PO signature.
9. The offer should include transportation and delivery fees.
10. GIZ has the right to request a sample check for the mentioned items after the offer has been submitted.
11. Please quote your prices bearing in mind that a penalty of 1/2 % of the total purchase order sum will be deducted on each delayed week calculated from the due date of delivery.
Others:
- The bidders shall not be reimbursed for their submitted offers.
- Sending your offers to any other email address or non-compliance with any of the mentioned conditions will result in rejecting your participation in this tender.
- All Products / items with Origin Russia or Belarus are not accepted by GIZ Office and Project due to sanction list against Russia and Belarus.
N.B. The maximum mailbox receive size is capped at 25 MB. Documents exceeding the mentioned MB should be transferred via : Start (giz.de) (Provide the password)
