Job Profile

 

  1. Required qualifications, competences and experience

Qualifications

 

  • University degree in social sciences, regional studies development studies, urban planning, or related disciplines.
  • Arabic native speaker
  • Business fluent in English, both spoken and written (C1)

 

Professional experience

 

  • Minimum 5 years of relevant professional experience in development cooperation
  • Extensive Knowledge of the Palestinian refugee context in Lebanon and the region is a must
  • Professional experience in advising and cooperating with partner organisations and in working with civil society actors
  • Experience with participatory planning processes and advocacy in local communities are considered an asset
  • Proven experience in working with UNRWA and familiarity with UNRWA structures and processes is an asset.
  • Technical digital knowledge in Office 365, including OneDrive, MS Teams and SharePoint. 
  • Basic knowledge of the EU GDPR and general understanding of Information Security.

  • Excellent verbal communication and reporting skills (working and reporting language is English)
  • Good working knowledge of office software

  1. Main Tasks and Responsibilities

The position holder is responsible for:

 

  • Manage the implementation of PART project activities in Lebanon
  • Development and quality assurance of project proposals with new and existing partners
  • Guides and supports partner organizations in their capacity development
  • Advise partners on the implementation of projects within the framework of grants, including the management of financing agreements and other contracts, according to GIZ requirements
  • Support the preparation and technical follow up of contracts for related services (e.g. preparation of technical specifications, ToRs, cost estimation, quality assurance, reporting etc.)
  • Professionally document all relevant processes and file all relevant documents related to the planning and implementation
  • Support the UNRWA Lebanon Field Office in the Camp Improvement Programme (CIP), including planning, management and implementation of CIP processes (participatory processes, assessments, vision development) in camps where CIPs are being implemented.
  • Support the programme implementation in the field of other UNRWA reforms, contributing to the achievement of the results of the programme
  • Ensure quality input for the projects’ monitoring & evaluation architecture

 

  1. Additional Tasks and Responsibilities

The position holder

 

  • Supports building strong networks with relevant local, national and regional stakeholders
  • Draws up reports, presentations and other relevant documents in English and/or Arabic.
  • Coordinates and cooperates actively and effectively with colleagues and the administrative division within GIZ
  • Participates in team meetings and other relevant GIZ events/meeting
  • Ensures advisory process is participatory and acts in a steering capacity
  • Immediately reports all problems to the disciplinary superior
  • Represents the interests and always acts on behalf of GIZ
  • Performs other duties and tasks at the request of the Team Leader and the Head of Programme.

 

Project Description: PART II aims to strengthen the influence of Palestinian refugees on their living conditions by combining a conflict-transformative multi-level and a multi-stakeholder approach on a local and regional level. The project focusses on Palestinian youth, people with disabilities as well as people affected by poverty and gender-based violence. PART II cooperates with UNRWA, host government institutions, local NGOs, and Camp Based Organisations (CBOs) in 3 fields of action: 

  • Strengthening dialogue, exchange and support for joint transformation processes and solution perspectives
  • Support for institutional change
  • Community empowerment
