himaya is a child protection nongovernmental organization founded in 2008 with the vision of making child protection a right, for all children, across Lebanon.
himaya’s child protection services are delivered through two main programs PREVENTION & RESPONSE (resilience and Judicial protection) that work in close collaboration to ensure safe referral for cases & adequate and timely intervention.
himaya’s Prevention program conducts awareness activities on child protection (CP) and life skills (self-protection skills, self-development) for children and caregivers in camps, schools, NGOs etc. The Prevention program team also trains organizations and community members on CP and life skills in order to for them raise awareness about CP in their community. The objective is to help children be safe and sensitize communities on CP topics.
Himaya response programs respond to all incoming notifying of child abuse and offer protective services for the best interest of children through judicial pathway for imminent risk cases or non-judicial pathway for medium and high-risk cases. Post to ensuring protection of children from abuse, the resilience program offers specialized psychosocial services to the child and his family.
Job summary
himaya is looking to outsource a consultant to conduct the end of year evaluation for its prevention services implemented during 2024 and evaluate the impact of the response programs looking into available existing data such as:
Educational Background, Experience and Needed Skills
- Background in M&E, Public Health or related field
- 7-10 years of relevant experience in M&E
- Demonstrated high competencies in M&E
- Good experience in delivering training on M&E and data analysis
- Adept at working in a highly pressured professional environment and sensitive to deadlines
- Participatory and interactive approach to consultancy work
- Demonstrated effective interpersonal skills
- Fluent in Arabic and English. French is a plus
- Familiar with child protection prevention activities is a plus

- Reports to program managers (RP, PP, JP)
- Prevention team
- Resilience and JP team
Responsibilities And Obligations:
Prevention services:
The consultant will work directly with himaya’s Prevention program on the following tasks:
- End of year program service evaluation:
- Analyze the quantitative data collection for the baseline and end line surveys (1000 survey for children and 300 for parents/ caregivers)
- Analyze the quantitative data collection for the satisfaction surveys (250 survey for children and 250 for parents)
- Conduct the qualitative data collection (25 FDGs over 5 governorates)
- Draft a narrative report covering the quantitative and qualitative data segregated per project.
Response services:
The consultant will work directly with himaya’s Resilience program and judicial program on the following tasks:
End of year program services evaluation:
- Analyze the quantitative data reported: Percentage of cases with positive outcome, per thematic, per age range and per project triangulated with 1 FGDs in the resilience program in the 5 areas
- Analyse the percentage of cases referred from Resilience to Judicial protection per thematic looking into the relevance of psychosocial intervention before referring to judicial pathways.
- Annalyse the percentage of protection files issued with family separation prevented per age frame, per thematic and project
- Analyse the percentage of referrals from FPSS to case management looking into the relevance of FPSS in preventing CM per thematic, age frame
- Draft a narrative report informing highlighting lessons learned per thematic, age frame
Evaluation Criteria:

- A proposal including an action plan with a proposed methodology, on how they will approach and complete the assignment and a timeline

Qualitative data collection will be conducted in himaya premises (Tripoli, zahle, baalback, Fanar and Sayda)
