The Rene Moawad Foundation (RMF) is seeking a “Grants Manager” for its USAID-funded “Promoting Sustainable Livelihoods- PSL” Activity. The PSL is implemented over the course of 5 years (ending September 2025) and aims to improve the livelihoods of residents of target municipalities through training, technical assistance, infrastructure rehabilitation, and marketing and improve and upgrade existing assets in their municipalities. The PSL goal is to sustain the livelihoods of 28,350 households across 7 clusters joining 134 municipalities in the Baalback El-Hermel, North, Bekaa, South and Mount Lebanon areas (first phase). 

 

Position Summary:

The Grants Manager will report directly to the Chief of Party (COP) and work closely with the rest of PSL team to ensure smooth implementation of PSL activities and overcome challenges.

 

  1. Supervise the Grants Officer and monitor his/her performance as per his/her required job description.
  2. Conduct pre-award assessments, organizational capacity assessments and due diligence for partners and grantees, as directed by COP.
  3. Develop, negotiate, prepare community grants, sub awards, Fixed Award Amounts (FAAs), Consultancy agreements as well as amendments/modifications to these agreements.
  4. Ensure proper monitoring of community grants, sub awards, FAAs, Consultancy agreements implementation for stakeholders to meet requested milestones/deliverables, and undertake proper closeout.
  5. Develop terms of reference to outsource consultants as per interventions requirements.
  6. Lead the grants development process and update PSL grants manual, when needed.
  7. Ensure that implementation of grants and agreements is done in compliance with PSL Cooperative Agreement provisions at all stages of the project lifecycle.
  8. Monitor the performance of grantees and review their progress and financial reports while ensuring their compliance with grant terms and obligations; and ensure all documentation are on file.
  9. Ensure sub-award information is continuously posted/updated on specific portals and databases as per USAID requirements.
  10. Update grant packages pipelines /trackers on a monthly basis.
  11. Generate reports of status of grant activities, such as forecasting payments, amendments, close outs; for the local community level grant and for the partners’ sub-grants and FAAs (i.e. milestones completion, monthly, and bi-yearly reporting).
  12. Ensure on-time deliverables and process payments as per completed milestones.
  13. Conduct field visits when needed and gather information and data.
  14. Contribute to PSL progress report
  15. Other tasks as assigned by COP.
 

 

Required Qualifications:

  • Bachelor’s degree plus five years of experience or master’s degree plus two years of experience in economics, finance, international development or any related field.
  • At least five years of experience working in managing grants.
  • Familiarity with USAID programming, including rules and regulations.
  • Advanced reporting, communication and interpersonal skills. 
  • Professional proficiency in English and Arabic required.
