Under the lead of the Regional Operations Manager and the country director, Play a key role in the development and implementation of the country program direction and strategy.

  • Ensure compliance with AVSI policies and local laws including NGO law, tax, employment, Health & Safety, Insurance and any other applicable laws, providing a framework for effective policy implementation
  • Developing and implementing annual departmental plans in line with the country annual plan and measuring performance against key indicators 
  • Develop, implement, and review operational policies and procedures.
  • Comply and support the implementation and correct application in all AVSI offices and field bases of all Procedures and guidelines (Sop) and actively engage in problem solving through informed and innovative solutions
  • Participates to regional and national Management Committees
  • Coordinates the Operations Offices (Operations, Logistics, Finances, Administration)
  • Support staff communication with the management team and other department.
  • Represent AVSI in technical forums and to donors and other external stakeholders (including the media) as requested by the Country Director.
  • Understand and uphold AVSI core values and behavior (focus on outcomes, initiative; integrity, accountability, and realizing potential) and ensure their adoption and implementation by all staff.

 

As a member of the Strategic Management Team

  • To actively engage in problem solving through informed and innovative solutions
  • To co-ordinate activities between all field sites in the Country and the Head office.

 

Program Development

  • Draw up plans, proposals and budgets for new projects/extensions of projects in conjunction with the relevant team and financial staff
  • Proactively contribute to program development and strategy

Logistics/Finance/Administration

  • Ensure that project implementation meets donor compliance requirements
  • Together with the Administration and Finance Manager, Logistics Manager and Human Resources Manager, provide the Project Coordinators the necessary support to ensure appropriate AVSI administrative, financial and logistics systems/procedures are in place, maintained and adhered to so that all support functions are carried out effectively and efficiently
  • Oversee budgets revision/realignments for submission to donors and provide advice and assistance where necessary
  • Ensure that an overview of project spending and financial reporting is maintained
  • Ensure the existence and maintenance of an accurate and timely Financial and Compliance Management. This includes overall planning, budget and control of expenditure for shared operational costs, but also coordination of budgeting and expenditure related to program implementation
  • Update and share general financial and administrative procedures, relevant policy issues etc.
  • Ensure controls, risk mitigation and compliance procedures are in place and that AVSI’S anti-fraud and corruption policies are implemented and adhered to.
  • Ensure proper management of the entire process in the planning of procurement and supply chain activities, inventory control, logistics and distribution, ensuring effectively-functioning processes to avoid costly delays and lost opportunities
  • Ensure that procurement team prepare monthly, quarterly and annual procurement plans and progress reports as required
  • provide advice and assistance whenever required
  • Oversee overall financial management, planning, reporting, systems, and controls.
  • Management of Yearly budget in coordination with the Country Director and Regional Managers
  • Development and control of individual program budgets.
  • Regular meetings with the Country Director around fiscal planning.
  • Supervise and coach Department’s managers on a weekly basis.
  • Providing advice on matters related to Budgeting, tax and business structure and growth.

Human Resource Management

  • Plan national and international staff requirements and liaise with the Human Resource Manager

Ensure compliance with local legislation and provide support regarding all legal issues.
