Terre des hommes- Lausanne is seeking a qualified Lawyer based in Beirut or BML Areas.

Candidates applying to this position must have a valid driving license.

The lawyers (legal officer) contribute to provide technical support in the legal field on access to justice for children and youth and legal protection of families in SDC project in BML, South and Bekaa. He/she is responsible of the implementation of all activities linked to the legal and judicial objectives (counselling and representation), including workshops with formal and informal justice actors. He/she will also be in contact with other NGOs and stakeholders involved in the legal field. He/she technically supports the A2J Programme on legal aspects of the programs and participates in the creation of technical tools on A2J (guidelines, manuals, adapted monitoring tools, etc).

Under the management of the Project Manager, the Lawyer will perform the following tasks:

Job Duties & Responsibilities

Technical Support on Legal and Juvenille Justice:

  • Support in the creation of technical supportive materials, in all aspects of the program on legal/judicial aspects (guidelines, manuals, adapted monitoring tools, awareness materials, etc)
  • Support activities related to exchange between/ capacity building among formal and informal justice actors.
  • Support in the identification of needs and gaps regarding the implementation of juvenile justice policies/laws in Lebanon in order to feed the strategic orientation of the A2J Programme.
  • Identify and share information, research, best practices relevant to her field of work.
  • Provide legal counselling to children, youth, children and youth. 
  • Support the provision of legal services, the referral of legal cases involving children, youth, children and youth and follow-up.

Legal Support on Projects:

  • According to the program strategic documents and work plans, advises and supports the field teams in the implementation and quality of all legal or judicial activities and all geographical locations.
  • Support legal-related need assessment with partners, stakeholders, children, youth, families and children.

Capacity Building, Advocacy & Awareness:

  • Support the development of training curricula of justice actors
  • Support the identification the training needs of Tdh staff, Tdh partners and the stakeholders and update them on a regular basis.
  • Facilitate and undertake training, and training of trainers in the areas of expertise as needed and requested by the senior A2J technical officer.
  • Support the exchange of capacity building tools across the Lebanon program and MENA region programs
  • Input as needed legal related awareness and advocacy actions
  • Attend and facilitate workshops as needed in the area of expertise.

Representation and Coordination:

  • In collaboration with other colleagues and as requested by the A2J senior technical officerand the A2J and Migration program manager, ensure Tdh's representation before national entities (Ministry of Justice, and other national and local legal and Judicial stakeholders),ensure a smooth coordination and collaboration
  • In general, make sure that a positive and professional image of the foundation is conveyed. In particular, ensure that the foundation's mandate, ethics, values and views are followed in relation to third party.
  • Build up a network with other organizations which operate in the same field of activity.

Internal Coordination:

  • Work in close relationship with other members of the SDC team and with other departments of the delegation and regional colleagues.
  • Participate in the data analysis and reporting as related to the position.

Reporting:

  • Share the reporting tools on a timely manner with line manager.
  • Support technical reporting as related to her/his scope of tasks

Security:

  • Comply with Tdh Security Regulations.
  • Inform and share any incident or information related to the security of staff and beneficiaries to the line- Manager.

Other:

  • Undertake all other duties that may be requested by the line-managers and that are compatible with the job.

Job Qualifications and competencies:

  • At least 3 years’ experience in the field of legal protection/justice.
  • At least 1 years experiences in INGO, NGO at officer level with at least one experience on child protection related experience.
  • Experience in capacity building and training, experience in designing and animating workshops
  • Mandatory university degree in law
  • Mandatory fluent in English and Arabic
  • Good communication and negotiation skills
  • Ability to work independently and as part of a team
  • Understanding and commitment to child’s rights and child protection issues
