Standard Operating Procedure Consultant

About the project:

Under the project of “Improving Mental Health and Well-being of People Living in Lebanon” A consortium of three organizations, MdM, Skoun, Embrace, and the National Mental Health Program (NMHP), supported by the Agence Francaise de Development (AFD), aims to improve the opportunities for women, men, boys, girls, and gender variant individuals in Lebanon to enjoy the best possible mental health and wellbeing. The consortium aims to reach its objective by supporting community-based Mental Health and Psycho-Social Support (MHPSS) and Substance Uses (SU) systems offering appropriate, quality, and gender-inclusive services to all people living in Lebanon, particularly the most vulnerable groups and people at risk while tackling gender barriers in service access and gender biases in service provision. The specific activities of the project target the different levels of the social-ecological model with activities designed and aimed at the individual, interpersonal, organizational, and community levels.

Objectives/ purpose

Skoun Lebanese Addictions Center is a Lebanese non-governmental, non-profit organization founded in 2003 in the aim of improving the response to the drug problem in Lebanon. Since then, Skoun has become a leading entity in the delivery of harm reduction and substance use treatment programs reaching thousands of people and their families across Lebanon. Our main mission is to provide accessible treatment, education, and protection for all people who use drugs. We are committed to reducing the harm caused by substance use in Lebanon. Skoun’s vision is to ensure that substance use and addiction are treated as a primary health issue.

The primary objective of this consultancy is to develop 1 comprehensive Standard Operating Procedure (SOP) for Skoun's substance use treatment service. This SOP should provide a clear, detailed, and structured framework that outlines the entire treatment process.

Scope of Work

 1. Initial communication:

  In-person and online meetings with Skoun's clinical team to gain a thorough understanding of the treatment processes.

2. Information gathering:

The consultant should engage in detailed conversations with key staff members, including clinical team, and other relevant members to gather in-depth insights into the treatment process.

3. Development of SOPs:

Write comprehensive SOPs that clearly outline and detail each step of the substance use treatment process.

4. Review and validation:

• Facilitate review sessions with Skoun’s clinical team to validate the accuracy and completeness of the draft SOPs.
• Incorporate feedback and make necessary revisions to the SOPs as much as needed.
• Present the finalized SOPs to Skoun’s management for approval.

Deliverables:

1 detailed, structured and comprehensive SOP document that outlines every step of Skoun's substance use treatment process.

Time commitment:

The duration of the consultancy will be determined based on the need, with an estimated timeframe of no more than 4 months, starting August 2024 and preferably concluding before November 2024.

Qualifications:

• Experience in working with Non-Governmental Organizations.
• A background in mental health and substance use is a plus.
• A minimum of 3 years of proven experience in developing Standard Operating Procedures SOPs.

Skills:

• Writing skills to produce clear, structured, and comprehensive SOPs, in an easily understandable format for diverse audiences.
• Strong organizational abilities to manage amounts of information and integrate input from various sources.
• Effective communication skills to facilitate productive discussions and gather comprehensive insights.
• Active listening to Skoun team, to capture all relevant details and nuances in the treatment process.
• Skill in asking clarifying questions to ensure complete understanding of the information being shared.
• Note taking and documentation, ability to take detailed and accurate notes during meetings and interviews.

Location:

The work with the consultant is preferred to be conducted in person in our Beirut office to facilitate thorough understanding and effective communication with our team. However, we are flexible and open to remote work as needed.
