The Community Organization for Development and Empowerment-TCODE-INITIATE is a Nongovernmental, nonprofit, youth-oriented organization based in Lebanon and dedicated to assisting vulnerable communities through youth inclusion and empowerment. While keeping youth at its focus of its mission, TCODE-INITIATE continually endeavors in creating comprehensive and inclusive programs aimed towards the empowerment of youth, and its concentric circles of influence.
In the process of delivering its Mission TCODE-INITIATE aspires to keeping its status as a hub for youth allowing them to: access a safe space, and acquire knowledge and access to a network of social and political influencers enhancing their social participation in decision making processes.
- Purpose of Employment:
The Community Organization for Development and Empowerment is seeking for Procurement Officer to implement and maintain procurement procedures for projects and to support operations in administrative work.
- Tasks:
- Act upon submission of a dully approved Purchase Request
- Provide in writing to customers: receipt of PR, Tracking number, confirmed target delivery date using customer service shaped communication
- Will work directly on daily basis with Logistics coordinator
- Draft Purchase orders (or contracts as needed, using standard-approved templates)
- Submits procurement files to relevant authorities for review and approval
- Collect supplier’s signature on all Purchase Order pages and provide copy of PO to supplier
- Collect invoice from vendor and control payment terms against purchase order (advance payments/instalments already paid…), issue procurement memo when necessary
- Process from finance team in line with payment terms
- Archive complete procurement file in grant-specific file box.
- Archive soft copy of procurement files following the following structure
- Will be responsible to finalize any Admin paperwork related to logistics department
- Conduct field visits such as centers to guide and support staff on HR related matters.
- Follow up with the new joiners on list of documents & set up employee files.
- Maintain proper filing system for all HR files such as employee files, recruitment documents, performance appraisals, pay slips etc.
- Ensure a proper recording of HR data and personnel info on automated systems.
- Under the supervision of the HR department contribute to the preparation of employment contracts of the staff in close coordination with line manager.
- Follow up on the exit administrative procedures, such as exit interviews, documents to be signed and HR belongings to be handed.
- Handle the attendance of the staff through following up on the attendance sheets and updating the leave balance.
- Daily update for supervisor.
- Maintain an updated inventory.
- Support coordination of project activities.
- Fulfilling other duties of similar level as needed.
- Institutional Arrangement:
The Procurement Officer will be working under the direction and supervision of TCODE-INITIATE’s Head of Operations.
- Timeframe
The contracting party is expected to provide his services in the period of 01.09.2022 until 30.11.2023
- Qualifications Required Title:
The Procurement Officer should possess the following minimum qualifications:
- Academic Qualifications:
- Minimum of a Bachelor degree in Business or any relevant degree.
- Experience:
- Minimum of 3 years of work/ volunteering experience in finance/ operations field.
- Competencies/Knowledge:
- Knowledge in use of computer software packages for word‐processing, excel, power point, and the internet;
- Excellent communication skills;
- Excellent reporting skills;
- Excellent analytical and problem-solving skills;
- Fluent in Arabic;
- Political sensitivity.
