Municipal Basic Service Delivery National Expert

The MASAR for Local Governments Program (Maintaining Strength and Resilience) funded by the EU MADAD trust fund, seeks to build the institutional capacity and strengthen the resilience of local governments and their host, displaced and refugee populations in areas heavily affected by the refugee crisis, specifically  Akkar, Baalbek-Hermel, and the coastal plain north of Tripoli. MASAR three implementing consortium partners , the International Cooperation Agency of the Association of Netherlands Municipalities (VNG International), the Polish Centre for International Aid (PCPM) and the Catalan Agency for Development Cooperation (ACCD) have  assisted the Unions of Municipalities (UoM) and Municipalities in their respective areas of intervention to  design and construct  basic service delivery-related infrastructure works in parallel with the relevant staff capacity development. To facilitate the sustainability of these service delivery projects, this assignment aims to provide the Unions of  Municipalities/ Municipalities with operation & maintenance plans for basic service delivery including a vision of the staffing needs and  a projection of the annual operational budgets for the coming five years.
