Procurement and Installation of Fences

Section I. Invitation for Bids

1. The Republic of Lebanon represented by the Ministry of Agriculture (MoA) (hereinafter referred to as the “Purchaser”) received a Grant from the International Fund for Agricultural Development (IFAD) toward the cost of the Climate Smart Agriculture: Enhancing Adaptive Capacity of the Rural Communities in Lebanon (AgriCAL) Project and it intends to apply part of the proceeds of this Grant to eligible payments under the contract: Procurement and installation of Fences for the Ministry of Agriculture.

2. The Ministry of Agriculture invites sealed bids from eligible bidders for the Procurement of Fences for the Ministry of Agriculture.

The maximum duration for the supply and the delivery and commissioning and installation of the Goods is ninety (90) days after the signature of the Contract.

3. Bidding will be conducted through the National Competitive Bidding procedures as specified in IFAD Project Procurement Guidelines (September 2010).

4. Interested eligible bidders may obtain the bidding document in English by sending an official email (mentioning the bidder name, address, contact person and phone number) to [email protected], Attention: Mr. Elias El Namroud, AgriCAL procurement officer.

5. A prospective Bidder requiring any clarification of the bidding document may notify the PCU in writing to the attention of Mr. Elias El Namroud, AgriCAL Procurement Officer to the following email address: [email protected]

6. A complete set of bidding document may be delivered to any interested eligible bidder.

7. No pre-bid meeting for this activity

8. Bids must be received by the Purchaser on Monday. Tuesday and Wednesday from 9:00 a.m. till 13:00 p.m. at the address specified below, no later than Tuesday 26^th of April 2022 at 11:00 a.m. Beirut local time. Late bids will be rejected.

9. Bids shall be valid for a period of 90 days after the bid submission deadline and must be accompanied by a Bid Security Declaration as per the specified format. The bidder shall provide one Bid Security Declaration for the bidding document.

10. Bids will be opened in the presence of bidder's representatives who choose to attend on Tuesday 26^th of April 2022 at 11:10 a.m. Beirut local time at the address mentioned in point 8.
