  1. Organization and Project Background:

The World Rehabilitation Fund, Inc. (WRF) is an international humanitarian non-profit organization headquartered in New York, United States of America.

In Lebanon, the programs of WRF started in the early 1980s to support governmental, civil society, and professional nation-wide and community-based efforts to enhance the prevention of disabilities, and to address the protection, rehabilitation, and inclusion needs of persons with disabilities. This is achieved through direct provision of assistance services, capacity building of all concerned, development of policies and systems, advocacy, and resource mobilization.

WRF/Lebanon is currently implementing a Project titled “Filling Assistance Gaps in Basic Rehabilitation Services for Syrian Refugees with Disabilities and their Peers in Host Communities in Lebanon”.

The project is structured to extend through September 2025. It is made possible through a Cooperative Agreement with the United States Department of States Bureau of Population, Refugees, and Migration as a gift from the United States Government.

  1. JOB PURPOSE:

The Monitoring, Evaluation, Accountability and Learning Officer (MEALO) will serve as a member of a Team in charge of implementing an assistance project (Project) targeting persons with disabilities in Lebanon. The Officer will be in charge of the monitoring and evaluation of Project activities, and leveraging M&E to advance accountability and learning. The Officer will devote 100% time to: (i) Update and execute the M&E plan; (ii) undertake regular field visits to provide support in implementation of the M&E plan and conduct monitoring tasks allowing to identify areas where adaptations and adjustments are needed; (iii) review and update the M&E data collection system and tools; (iv) train and coach project staff on M&E processes and tools; (v) collect M&E related data and produce needed reports;  (vi) support in documenting and sharing achievements, challenges and lessons learned as well as in developing Project Progress Reports; and (vii) nurture Project value, performance, and outcomes by engaging all concerned through a process of commitment to accountability, particularly to affected Project beneficiaries and people of concern, and learning; and promoting learning from Project experiences.

The Officer will work under the leadership of a senior Monitoring and Evaluation, Collaborating, Adapting, and Learning Specialist.

  1. KEY TASKS:

Assessments and Planning:

  • Conducting desk reviews of relevant MEAL approaches applicable in Lebanon; and on available assessments, surveys, and reports on Persons With Disabilities (PWDs); and past and current interventions and programs.
  • Assisting in developing assistance response plans based on set targets, indicators, deliverables, priorities, and selection criteria.

Project Monitoring and Evaluation (M&E):

  • Developing the Project’s M&E plan, within the framework of a MEAL approach, in consultation with Project officers.
  • Updating the M&E data collection tools in consultation with Project officers.
  • Conducting M&E related data collection and analysis.
  • Supporting the development of the Project activities’ periodic tracking sheets reflecting periodic achievements of targets.
  • Ensuring the interpretation of the Project periodic data and information, and dissemination of pertinent information.
  • Compiling data and information necessary for the development of the Project quarter and end-term reports.
  • Preparing pre-final versions of M&E reports, and related sections of required periodic and as needed Project progress reports.
  • Undertaking regular M&E field visits across Lebanon where the Project is being implemented.
  • Providing timely and relevant information to the Project team.
  • Monitoring delivery of services to Project beneficiaries in coordination with concerned Project staff.
  • Reporting regularly and as needed on progress and challenges, and recommending corrective actions whenever needed.
  • Compiling and managing, based on WRF Feedback and Complaint Mechanism, all received feedback and complaints from Project stakeholders especially beneficiaries, engaged caregivers, and partners.

Project Communication and Visibility:

  • Supporting in the production and appropriate dissemination of Project related communication and awareness materials.
  • Identifying and developing Project related lessons learned and success stories in close collaboration and coordination with concerned Project staff.

Project Implementation:

  • Liaising and coordinating with the Project partners and stakeholders to foster good working relationships with all concerned.
  • Carrying out any other duties as requested by the Project management as may be needed and appropriate.
  • Qualifications and Requirements:

  • - A university degree (Masters Level) in Public Health, Social and Behavioral Sciences, Epidemiology, Statistics, Sociology, Psychology, Public Administration, or any other related field.
  • - At least 3-year experience in MEAL.
  • - Experience in community-based work is desirable.
  • - Experience in Humanitarian and emergency assistance projects is desirable.
  • - Strong report writing skills.
  • - Excellent knowledge of Excel, Word, and Power Point.
  • - Excellent knowledge in SPSS and/or Access.
  • - Strong knowledge in data collection and survey tools (e.g. KoboToolbox; Open Data Kit (ODK); SurveyMonkey; Google Forms, etc.).
  • - Strong knowledge in data visualization tools.
  • - Well organized and attentive to details.
  • - Good ability to manage stress and work pressure.
  • - Strong communication skills, advanced team work spirit and skills, and ability to establish and maintain positive working relations.
  • Readiness and fitness to travel to different regions in Lebanon with a valid driving license
