USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI 2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools.
World Learning has a vacancy for a short-term consultancy named “Educational Researcher" for the USAID- funded Quality Instruction towards Access and Basic Education Improvement (QITABI 2) in Lebanon.
This position is for a Lebanese national.
Scope and Responsibilities
The “Educational Researcher” will work closely and report to QITABI 2 MERL Director. The educational researcher will be required to implement research work including design, development of tools, analysis of results and generation of reports, in collaboration with the project team. The studies cover student and teacher performance evaluation as well as other research questions as needed. The studies will be conducted in a selected number of primary public schools targeted by the project. Data analysis includes both qualitative and quantitative analysis.

The Educational Researcher will work under the supervision of the MERL Director and in close collaboration with the MERL team. S/he will perform the below:

• Develop an evaluation roll out strategy in partnership with the M&E Director, including data collection and analysis processes, timeline, and tools.
• Develop and test the proposed methodology and protocol (including tools development, data verification techniques, data collection methodology), review and adapt the design as necessary.
• Conduct quantitative and qualitative data analysis in coordination with the MERL team.
• Coordinate with MERL Director to ensure quality control, identify problems, causes of potential bottlenecks in implementation, and provide specific recommendations/solutions.
• Co-develop the final reports of the studies.

Required Qualifications
• Master’s degree in educational statistics, assessment measurement or any related field. A PhD degree is an advantage.
• Minimum of five (5) years of progressively responsible professional work experiences in program monitoring and evaluation
• Proven track record in M&E evaluation in Lebanon including, overseeing field data collection, and developing tools and surveys using quantitative and qualitative approaches.
• Excellent spoken and written English and Arabic
• Excellent communication skills along with the ability to give oral and written reports.
• Excellent negotiation and interpersonal skills and the knowledge of interviewing techniques are necessary traits.
• Familiarity with the public education sector in Lebanon
• Ability to interpret and analyze the collected data.
• Must have a team-oriented attitude to train others involved in the program.

The consultancy period is for 6 months.
