World Learning - Short-term Consultant Lebanon Higher Education Technical Advisor

World Learning seeks a short-term consultant to map stakeholders, conduct research, analyze findings, provide contextual information, and contribute to program design in support to World Learning staff in preparation for upcoming higher education programming in Lebanon. Consultancy may require some travel around various governorates in Lebanon.

RESPONSIBILITIES

• Conduct desk research on the higher education sector (including universities and technical and vocational education and training (TVET) institutions) in Lebanon

• Identify key policies, research studies, or strategy plans that are public and/or in design that would be vital for World Learning to understand and take into consideration

• Identify key projects or competitors for review and/or engagement

• Conduct interviews with relevant governmental, non-governmental, and private sector stakeholders to answer key research questions posed by World Learning

• Write up research findings, providing analysis of themes and recommendations for project design

• Provide input and advice on design questions related to context, partners, approaches, and activities

• Gather additional information as needed

REQUIREMENTS

Required Experience or Education:

• A Master's degree in a related field

• 8+ years of experience working in a similar capacity with international organizations is a plus

• Experience with USAID projects is a plus

• Applicants must be authorized to work in the location where this position is offered

Required Skills:

• Excellent organizational skills with high attention to detail

• Excellent oral and written communication skills

• Professional proficiency in written and spoken English

Required Behaviors/Competencies:

• Familiarity with higher education landscape in Lebanon, including relationships with key university stakeholders; connections within the TVET sector are a plus
