Communication Consultant

OBJECTIVES AND RESULTS

UPEL aims through its programs to support and strengthen child protection systems on a local level. It also provides the opportunities for technical support and training for workers who are activists in the child protection sector

For this aim UPEL is seeking proposals from competent Consultants specialized in the field Reporting and Communication to develop a Communication strategy for the organization.

Scope of work:

1. Work closely with main stakeholder of UPEL to determine the communication requirements that must be met to support the goals for the formulation of the organization’s strategy
2.  assess the communication capacities of the organization
3.  propose the use of various types of media products, in print and electronic, that can be related to the main sectors of the organization’s work
4.  prepare a list of the resource needs (human and financial) and estimated implementation budget
5. Develop draft regional communications and advocacy strategy and associated presentation materials for discussion with key global, regional and national stakeholders.
6. Finalise strategy development based on feedback and input from key stakeholders.
7. Develop action plan for implementing regional communications and advocacy strategy.
8. Develop guidance to support the development or elaboration of select country communication strategies.

Final Report

At the end of the training (within the period of 1 week) the consultant is committed to provide a final report including a written update of the evaluation, listing completed activities.

Consultancy Duration

The consultancy Period will take place between March 17^th & April 09^th,2021

Skills:

• Advanced University degree in journalism, communication, international relations, political or social sciences, human rights, or comparable academic qualifications or equivalent work experience.
• At least 5 years of progressively advanced experience in strategic communications, which must include developing communications and advocacy strategies at the global, regional or national level.
• Excellent knowledge of English is required - strong communication skills (written and oral) in English are a necessity.
• Proven skills in conceptualizing and developing communication and advocacy strategies and developing actions plans for implementation.
• Proven ability to think critically and seek out, synthesize and interpret large amounts of information.
• Ability to work with incomplete information and diverse views and opinions.
• Concrete experience of fostering open dialogue, building trust and engaging key stakeholders.
• Experience of using analytical tools to inform strategic analysis.
• Expertise in using MS Office software and carrying out research and data analysis.
