CALL FOR EXPRESSION OF INTEREST - Web Developer Consultant

SOLIDARITES INTERNATIONAL in Lebanon is hereby calling for expression of interest of Web Developer Consultants willing to work on its communication plan around digital innovation to support its humanitarian field activities.

SI is currently improving its information management capacities. In Lebanon, data structures and channels, as well as roles and responsibilities have been redefined in an innovative way in the past 4 years. Internal and external data flows are being optimized at each project cycle step and an information system was developed locally in order to follow the existing workflow and manage data from all activities, easing up the collaboration between different departments.

 

Following an innovation development process, the SOLIS project opens new ways of data management in the digital emergent market of Humanitarian organizations.

It is one of the first time that humanitarian sector is being investing in structuring and optimizing its data flows with the  scope of injecting private sectors best practices. Its objective is to position the system as leading product allowing increased operational programs design capacity and cost efficiency.

TECHNICAL CONTEXT

With a unique DataBase system running on local servers and synchronized live all over the mission, it is the first a SI mission will develop such data use capacities.

 

The project is developed by SI Lebanon’s Information Management (IM) Department acting as a professional digital innovation laboratory for humanitarian activities. The project currently focuses on Linux, PostGreSQL and developments in JavaScript and PhP using Vue.js and Laravel/Eloquent PHP frameworks. It also relies on Vuetify, Blade and jQuery libraries.  The DevOps environment uses Github, Docker and AWS. System is planned to be linked through API to ODK Central, Link, SAGA and BI software such as any PowerBI and any Open Source alternative.

Experience and Qualifications

  • Education: Academic degree in Computer Science or equivalent
  • Experience:  Solid knowledge and experience in programming applications
  • Knowledge of :
    • Expert PhP, JavaScript, Laravel, Vue.js or similar technologies
    • Proficient in SQL and any DataBase Management System
    • Knowledge in BI Solutions
  • Previous experience with NGO is an asset
  • Problem solving and analytical skills with the ability to assess challenges and recommend solutions
  • Fluent in English and Arabic (speaking/reading/writing), French is a plus

 

TASKS REQUESTED

 

Web Development

  • Liaise with technical project manager and lead developer for corrective and evolutive maintenance
  • Develop ad hoc small new features and fixes for the IM systems of the mission
  • Configures on-demand validated screens for SOLIS users.
  • Integrate web design contents to the interfaces
  • Proactively explore new technologies and features to extend system possibilities
  • Maintaining an understanding of the latest Web applications and programming practices through education, study, and participation in conferences, workshops, and groups

 

Data Base Administration

  • Adjusts and develop SOLIS database to fit new developments requirements
  • Develops necessary interfaces and views for automatic data sharing using external API

 

Maintenance & Quality

  • Provide maintenance on all mission’s IM systems to assure continuous availability of the services
  • Identifying problems uncovered by customer feedback and testing, and correcting or referring problems to appropriate personnel for correction
  • Defines, develops and tests unit tests routines for previously developed functionalities, if needed, and for newly created ones
  • Ensure that proper systems Back up are operated.

 

Documentation and Support

  • Provide documentation of system updates operated

 

EXPECTED DELIVERABLES

  • Jobs will be defined in products packages to be developed, tested and implemented. Each package will be contracted under a validated and signed Order Form.

SELECTION CRITERIA

To be referenced in the Web Developer Consultants list, a consultant should meet the following criteria:

Technical criteria

  • Consultant have at least 3 years of experience in similar projects
  • Consultant have strong knowledge in project’s technologies

 

Administrative criteria

  • Submit an offer mentioning
    • Legal representative
    • Legal address
    • Registration number (if Company)
  • Submit a portfolio with samples of previous achieved projects and development work
  • Submit availability in terms of number of days per week starting from July to December 2021

Financial offer 

  • Submit a financial offer in the format of a unique fixed daily rate in fresh money dollars.

All offers received within the time frame for submission will be considered using the following criteria:

The offer with the best grade according to those criteria will be formally contracted by signature of SI’s Service Contract.
