Within the framework of Sweden’s Regional Strategy for the Syria Crisis 2016–2020, the Swedish Association of Local Authorities and Regions (SALAR) through its affiliate SKL International is implementing the Resilience of Local Governance (RESLOG) project in Turkey and Lebanon. The specific objective for the Lebanon component is ‘Strengthened municipal governance, service provision, and area-based coordination in the Akkar governorate’ and the following outcome results, relevant to this position, are set:
Regional: Improved capacity, coordination and accountability within and between municipalities, unions and the Governor’s office in Akkar
- Institutional capacities, incl. in the area of transparency and participation, of UoMs and Member Municipalities in Akkar developed
- Improved functional relationships and communication between LDO, UoMs and Member Municipalities in Akkar
Local: Inclusive local development planning and service provision in Akkar
- Strengthened participatory local development planning and identification of service projects
- Improved accountability and effectiveness in implementation of service improvement projects

SKL I International is looking for an experienced Content Management Consultant with the main responsibility to support unions of municipality’s communications and content management of their web-portals. The assignment covers two unions of Municipalities’ (Dreib Al Awssat and Jurd Al Qayteh), strategic partners of RESLOG.

Scope of work:
The Content Management Consultant is report to Deputy Project Manager and will work closely with the field coordinators and communication consultant in:

1. Prepare a content management plan to support the union before the launching of the web-portals (What to prioritize, how to go back historically, and for how long)
2. Prepare Content for the unions’ web-portals in both Arabic and English before launching.
3. Coaching the unions’ staff and committee members on content management of web-portals and its link with the unions’ social media platform.

Profile and qualifications
• At least 2 years of experience in the field of mass communication and content management.
• Experience with managing and developing creative content on web-platforms.
• Solid understanding of international development cooperation work.
• Solid understanding of municipal framework.
• Curious, interested in understanding change, excellent social skills, collaborative attitude
• Good communication skills
• Written English Language is a must.

Additional aspects considered a strong merit for the position includes the experience of working with:
• Good governance projects
• Long term developmental projects
• Municipalities and unions of municipalities directly or indirectly.

The assignment will start as soon as possible and run for 2 months . It is estimated that the assignment will need about 19 working days per month. In the current situation work will be done remotely and when situation allows field visits to be carried out as per need concluded by the project management.

Contracting
The Content management consultant will be engaged as a full time consultant through a consulting contract. The contract will initially be valid until 31st of July 2020 with likelihood of extension based on fund.
