CALL FOR A COMPANY/ GROUP OF CONSULTANTS FOR INSTITUTIONAL DEVELOPMENT

*PURPOSE OF THE INSTITUTIONAL DEVELOPMENT 

The overall purpose of this institutional development process is to support SHAHD to strengthen its capacity based on the results of a rapid Capacity Assessment to be conducted at assignment initiation. The assessment is to cover 10 functional areas relevant to any organization implementing international grants. Following the assessment, an updated capacity strengthening plan is to be set and implemented over two phases. 

 

*SCOPE OF THE INSTITUTIONAL DEVELOPMENT PROCESS  

The scope of this institutional development process is (a) the implementation of a rapid capacity assessment at the institutional level and (b) the implementation of interventions aimed at addressing identified gaps. 

 

Rapid Capacity Assessment 

The consultants are expected to initiate the process by implementing a Rapid Capacity Assessment addressing 10 functional areas as follows:

  • Governance
  • Financial Management
  • Procurement and Supply Management
  • Monitoring and Evaluation 
  • Human Resources 
  • Programmes
  • Training
  • Communications and IT
  • CSO values 
  • Risk management 

 

Proposed Interventions

Noting that not all gaps can be addressed simultaneously, so the assignment is proposed to take place over phases, starting with two phases for now.

  • Phase One: addressing Governance and Human Resources. 
  • Phase Two: addressing MEAL, Programmes, Financial Management, and Risk Management. 

 

 

 

*METHODOLOGY 

This assessment and respective institutional development are expected to be implemented in a participatory bottom-up approach. It is essential that the process maps and engages relevant stakeholders. A detailed methodology should be submitted by the Consultants two weeks after contract signature as part of an inception report.  

 

*DELIVERABLES 

The following deliverables are expected to be received from the Consultants/ Company:

  • A detailed methodology in an inception report integrating the assessment tool(s) to be used
  • An assessment report
  • A strengthening plan 
  • A final assignment report
  • Other deliverables as agreed upon during the inception phase, such as policies and procedures, structures… 

 

*QUALIFICATIONS

Candidates are expected to possess the following key qualifications: 

  • Advanced university degree in social sciences or relevant fields
  • At least ten years of experience in conducting assessments and developing policies 
  • Team experience in financial operations, strategies, human resources, MEAL, and PSEAH, among others as relevant to the scope of this assignment  
  • Knowledge of the context in Lebanon, including experience in working within the refugee context 
  • Fluency in English and Arabic
  • Strong interpersonal communication skills
  • Demonstrated ability to handle sensitive information with discretion and professionalis
