We provide humanitarian assistance to vulnerable people affected by conflict, and we promote economic justice and good governance, and women’s rights. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men.

  1. BACKGROUND:

Under LHF project, Oxfam deliver essential Wash services like water trucking, desludging, and hygiene awareness session to Syrian refugees in informal settlements in North Bekaa in lot 11 (Talia, Haouch Barada, Haouch Tall Safiye, Haour Taala, Jebaa, Btedaai, Deir El Ahmar, Chlifa, Aaynata, Barqa and Bechouat, Saaide and Bouday. To effectively execute Oxfam's public health awareness campaign targeting waterborne diseases in vulnerable Bekaa informal settlements, two qualified enumerators will be recruited to work under the PHP WASH team's supervision. These enumerators will be crucial in ensuring the quality and smooth implementation of hygiene promotion activities, directly supporting CHVs in their refresher training, material distribution, and community engagement. They will act as on-the-ground facilitators, monitoring the campaign's progress, gathering data, and providing ongoing support to CHVs, thereby ensuring the vital information on water quality, safety, conservation, and disease prevention reaches a broad audience through both in-person and digital channels, contributing to improved hygiene practices and reduced disease risks.

 

  1. Oxfam Responsibility:

 

  • A detailed plan on activities to be delivered will be shared with the enumerator on regular basis.
  •  Briefing, trainings, resources, and activities tools will be shared, and capacity building trainings will be provided to the enumerator.
  • We will offer a laptop and hotline for each enumerator during this mission if needed or other relevant tool.

 

  1. Consultancy duties and responsibilities:

 

Enumerator’s main responsibility will be to:

  • Desk review to go over and understand Oxfam policies and hygiene promotion guidelines, activities and SOPs.
  • Coordinate with the committees’ members prior each visit (taking into consideration their availability and timing preferences)
  • Provision of awareness sessions based on needs to CHVs and Community.
  • Distribution of IEC materials accompanied by awareness to residents in informal settlements and host communities
  • Report daily to the PHP senior Officer.
  • Attend all the trainings that Oxfam PHP may require, such as safeguarding, the code of conduct, and YWC.
  • Fill in the data collected using specified tools shared.
  • Report and take notes of any additional observation.
  • Data will be collected using a digitalized tools using Oxfam’s tablets, this will include reporting on the data collected throughout the visits on an Excel template, the enumerator is expected to keep data updated on box (online platform) and to provide a brief report on his/her insight on weekly basis.
  1. Qualifications and required expertise.

Qualification & Skills Requirements:

 

  • Have experience in public and environmental health and experience in community engagement and mobilization, or other relevant experience with community in Informal settlement in North Bekaa.
  • University degree in a relevant field (e.g., Social Sciences, Public Health, or similar)
  • Experience in working with INGO or NGO (1-2 years)
  • knowledge of area of work and increasingly contribute to team planning.
  • Takes responsibility for own work and delegated project/processes.
  • The post holder should be at ease in working with local communities and Syrian refugees. 
  • Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations.
  • Good written and spoken English and spoken Arabic is essential.
  • Experience in working in the informal settlement.
  • Strong experience in data collection and data entry via tablets.
  • Proficiency in using Microsoft Office Programs such as Word Document and Excel.

 

Timeframe

  • Hygiene promotion activities are envisioned to begin from Mid of April 2025 and end by August 2025.

 

Fees

  • USD 40 per day in addition to LBP 450,000 per day transportation allowance paid via local transfer. (Bank Note)
  • Payment to be issued on Monthly basis.
